Human Resources Business Partner
The North Dakota Department of Corrections and Rehabilitation (DOCR) is seeking a confident, experienced Human Resources Business Partner (HRBP) to join the team supporting the state’s largest correctional facility, the North Dakota State Penitentiary (NDSP). The HRBP will oversee HR for the facility, work closely with leadership, and provide day-to-day HR support to employees.
About the role
As the HRBP, you will:
- Oversee HR practices at the North Dakota State Penitentiary and ensure alignment with operational and workforce needs
- Provide trusted HR guidance to supervisors and leadership
- Support staffing and organizational changes, coach leaders, and use workforce data to inform decisions
- Guide employees and supervisors through workplace concerns such as performance issues, accountability, disciplinary actions, grievances, and conflict
- Build strong relationships across the facility by engaging with employees, answering questions, and addressing concerns proactively
- Collaborate with Talent Acquisition and facility leadership to support recruiting, onboarding, retention, and other staffing needs
This role requires strong judgment, clear communication, and the ability to remain steady in the challenging environment of a maximum-security correctional facility. You must deliver clear, legally compliant HR guidance even when challenged and handle sensitive situations with confidentiality, professionalism, and integrity.
Requirements
- A bachelor’s degree in Human Resources, Business Administration, Public Administration, Criminal Justice, or a related field
- At least three (3) years of progressively responsible human resources work experience
Preferences
- Prior corrections, law enforcement, or state government HR work experience
- Supervisory or management experience
- HR certification, such as SHRM-CP, SHRM-SCP, PHR, or SPHR

This position is located on-site in Bismarck, ND. After successful completion of the probationary period, there may be an opportunity for a hybrid workplace structure.
