Position Summary

Qualifications

  • Education - Associate's degree in human resources management, labor relations, or a related field.

  • Equivalent experience may be substituted for educational requirement. A combination of education and three (3) years or progressively responsible human resources experience can be substituted for an associate's degree.

  • Two (2) years of progressively responsible human resources administrative experience;

  • AND - An Associate’s degree in human resources management, labor relations, or a related field.

  • Certifications or Licenses - At the time of the appointment, must possess a valid Oregon driver’s license, or be able to attain one within six (6) months of hire and maintain an acceptable driving record.

  • Preferred Qualifications - SHRM-CP or SHRM-SCP preferred.

  • Other Qualifications - Must pass a pre-employment criminal history background investigation.

Essential Duties

  • Serves as the main point of contact for the Human Resources department. Works as primary telephonic and personal interface with public during initial contact. Explain personnel procedures to employees and the general public as necessary. Direct questions requiring substantive technical knowledge to other department staff members.

  • Affords assistance in preparing and tracking pre- and post-employment processes, worker’s compensation accident reports, benefit administration, recruitment, and retirement benefits.

  • This position supports the use of the County’s Human Resources Information Systems. Performs data entry, utilizes mathematical calculations, prepares spreadsheets and reports, updates and retrieves information from the employee database. Assists with the maintenance and creation of employee databases/records. Organizes and reviews data to verify facts.

  • Affords support for new employee onboarding, benefit plan meetings, pre-employment medical testing, and employee offboarding.

  • Affords assistance with County sponsored employee events.

  • Drafts and prepares documents, letters (using mail merge) and other material of important and/or confidential nature from verbal instructions, research, and notes. Reviews and edits reports and printouts for accuracy. Maintains confidential filing and record-keeping systems. Gathers information as required, makes comparisons, and creates reports.

  • Receives, opens, dates stamps, and distributes mail, reports, requests, or files and disseminates to appropriate department staff. Orders and maintains all office supplies.

  • Performs additional duties as assigned.

Supplemental Information

  • Supervisory Responsibilities - Supervision is not a function assigned to this role.

  • Works under close supervision, performing routine tasks independently based on past experience. Deviations from established practices are referred to the supervisor for guidance.

  • Normal concentration and attention to detail with normal deadlines.

  • The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, laptop bag, or small parts; or driving an automobile. No special physical demands are required to perform the work.

  • Everyday Risks/Discomforts: require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, and commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated.
