Performs administrative and technical support work in a variety of human resources functions.

Responsibilities

  • Processes the full range of personnel actions for craft, trade, and pay band non-appropriated fund (NAF) employees involving a variety of occupations.
  • Examines requests for personnel actions, verifying entries through procedural and technical reviews to ensure correctness and cited authority.
  • Processes new appointments and interviews employees to obtain data for forms such as health benefits registration, life insurance, beneficiary designations, tax certificates, and clearance/investigation data.
  • Computes and flags due dates for personnel actions (e.g., within-grade increases, conversions, performance appraisals, temporary appointment expirations, salary retention periods).
  • Runs reports from the HRIS system to verify flagged items are completed and up to date.
  • Processes Requests for Personnel Actions (SF-52s) and ensures supporting documents (e.g., job descriptions, duty sets) are complete and attached.
  • Writes position announcements, reviews applications/resumes, and provides qualified applicants to hiring managers.
  • Assists employees, applicants, and management with applicable procedures, instructions, and regulations.
  • Monitors the status of pending actions and retrieves data for reports.
  • Provides information on the status of personnel actions to operating officials.
  • Collaborates with all levels of personnel within the FFR to prioritize program support.
  • Establishes, monitors, and maintains Official Personnel Folders, including creating, re-establishing, auditing, and purging files in accordance with established instructions.
  • Conducts new employee orientation, explaining benefits, retirement provisions, work hours, leave accrual, insurance options, local facilities, standards of conduct, and EEO policies.
  • Ensures benefit enrollments are completed accurately and processed within established timeframes.
  • Inputs information into the automated personnel system in a timely manner, ensuring accuracy of all salary and pay adjustments.
  • Performs other related duties as assigned.

Requirements

  • Must successfully pass the E-Verify employment verification check; discrepancies must be resolved as a condition of employment.
  • Salary must be sent to a financial institution of your choice via Direct Deposit/Electronic Funds Transfer.
  • Must have a current, valid driver’s license; periodic travel within the NDW region (within 100 miles) is required.
  • Starting May 7, 2025, non-affiliated individuals requesting access will need a REAL ID-compliant driver’s license or another acceptable form of identification to access CNRMA Installations.
  • Minimum of 1 year of experience in a human resources office or higher-level education demonstrating the ability to perform the duties of the position.
  • Knowledge of personnel processing rules, procedures, or operations to assist with NAF HR operations.
  • Ability to communicate clearly and effectively on HR matters and provide basic program information.
  • Basic knowledge of office operations and administration; strong organizational skills and ability to multitask or work on multiple projects with varying deadlines.
  • Knowledge of procedures for processing a variety of personnel actions.
  • Ability to utilize operational information, policies, and processes to make day-to-day decisions and resolve discrepancies based on personnel rules and regulations.
  • Proficient use of Microsoft Office products; familiarity with HRIS database SAP/HR is preferred.
  • May be required to travel to other installations within Naval District Washington to assist other NAF Human Resources Offices or attend training.
  • Ability to satisfactorily complete a background investigation (National Agency Check with Written Inquiries, NACI) upon hiring.

Salary is dependent on experience and/or education. Some positions have special requirements. Selectee may be required to complete a one-year probationary period. Participation in Direct Deposit/Electronic Fund Transfer within the first 30 days of employment is required. Spouses of active-duty military members may receive preference in hiring if among the best qualified and within reach of selection. Acceptance or declination of a regular full- or part-time position ends the ability to claim this preference. For positions requiring travel more than twice per year, selectee may be required to obtain and maintain a Government-issued Travel Card.
