Human Resources Analyst (2-Year Limited Term)
About the Role
The Inland Empire Utilities Agency (IEUA) is undertaking several significant Employee and Labor Relations initiatives that will shape the organization over the next two years. These include major personnel policy updates, labor negotiations, performance management enhancements, and implementation activities related to recommendations from a comprehensive Classification and Compensation Study. This is a two-year limited-term assignment focused on supporting a broad range of employee and labor relations functions while ensuring continuity of service and timely progress on high-priority organizational initiatives.
This position offers an opportunity to work closely with leadership, employees, and labor representatives on complex and impactful Human Resources matters.
Responsibilities
- Plan, develop, and implement complex Employee and Labor Relations (ELR) programs and initiatives.
- Conduct workplace investigations and manage disciplinary and corrective action processes.
- Interpret and apply labor agreements, advise management on employee relations matters, and support grievance resolution and dispute management.
- Ensure compliance with employment laws and policies.
- Analyze workforce trends and metrics to identify organizational risks, improve workplace culture, and support long-term workforce strategies.
- Collaborate with internal departments, external consultants, vendors, and partner agencies to ensure coordinated program delivery and alignment with Agency policies.
- Assess complex employee and labor relations issues, identify workplace trends and risks, and develop legally sound recommendations.
- Draft collective bargaining responses, grievance responses, meet-and-confer correspondence, and other formal written materials.
- Lead or support cross-functional teams, establish clear goals, monitor progress, maintain accurate records, and drive continuous improvement.
Requirements
Any combination of education, experience, and training that provides the required knowledge, skills, and abilities is qualifying. A typical qualifying background includes:
- Graduation from an accredited four-year college or university with a major in human resources, business administration, public administration, psychology, or a closely related field.
- At least four years of progressively responsible experience in human resources management.
- Demonstrated experience in Employee and Labor Relations (ELR) in a Public Sector work environment is highly desirable.

- Strong analytical and problem-solving skills to assess complex employee and labor relations issues.
- Ability to draft clear, professional, and legally sound written materials.
- Experience leading or supporting cross-functional teams and driving continuous improvement.

The Inland Empire Utilities Agency is a regional wastewater treatment agency and wholesale distributor of imported water to approximately 950,000 people across 242 square miles in western San Bernardino County. Under the leadership of a directly elected five-member Board of Directors, the Agency supports the needs of its service area through investments in a diverse water supply portfolio, reliable wastewater services, and other utility services.
As a member agency of the Metropolitan Water District of Southern California, IEUA provides supplemental water supplies and replenishes local groundwater with captured stormwater and recycled water. Pay
Salary Range: UN 181 (FLSA: Exempt)
Schedule
This position works a 4 x 10 schedule (Monday through Thursday).
Benefits
A full-time, limited-term employee is eligible for the same insurance and leave benefits as a regular Agency employee, except for educational reimbursements, certification or licensing payments, and computer loans.
