Human Resource Analyst 2
About the role
Join the Human Resource Office for Transportation as a Human Resource Analyst 2 in the Employee Relations and Workforce Support Division and help support meaningful employee relations work across District 8-0. This role allows you to strengthen workplace practices by guiding disciplinary procedures and reviewing key issues. You will help managers make sound decisions while gaining valuable experience in labor relations. Responsibilities
- Disciplinary Coordination: Review cases, conduct conferences, and recommend appropriate actions
- Grievance Review: Investigate concerns, prepare summaries, and participate in Step 1 through Step 3 meetings
- Case Preparation: Assist with arbitration, Civil Service appeals, and EEO complaint responses
- Policy Guidance: Interpret agreements, revise policies, and advise staff on contract matters
- Arrest Case Handling: Gather information, evaluate circumstances, and recommend actions in accordance with guidelines
- UC Representation: Prepare information for unemployment compensation cases and represent the Department during hearings
Qualifications
- One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Two years of analytical experience that includes one year of professional human resource or equal opportunity experience, and a bachelor’s degree; or
- An equivalent combination of experience and training.
- Must meet the PA residency requirement.
- Must be able to perform essential job functions.
Pay
In some cases, the starting salary may be non-negotiable.
Schedule
Full-time employment with work hours from 7:30 AM to 3:30 PM, Monday‑Friday, including a 30‑minute lunch. An alternate work schedule (AWS) may be available. Telework may be permitted part‑time, up to 3 days per week, provided you have a securely configured high‑speed internet connection and work from an approved location inside Pennsylvania; otherwise you will report to the headquarters office in Harrisburg. Telework eligibility is subject to change.
