About the Role

The Human Resources Specialist provides support in the delivery of human resource services, including information to job applicants, advising employees on procedures and policies, addressing employment-related issues, and ensuring personnel functions conform to regulatory requirements.

Responsibilities

  • Administers personnel policies and programs (e.g., advertising positions, processing applications, verifying employment, orientation, contracts, compensation schedules) to conform to district policies, laws, contracts, and agreements.
  • Communicates with employees, departments, administrators, applicants, and the public regarding employment, recruitment, personnel records, labor relations, and legal requirements.
  • Conducts new employee orientation, introducing personnel, payroll, and benefit policies, and assisting with enrollment forms.
  • Coordinates the employment process, including writing/editing job descriptions, advertising, processing applications, preparing screening criteria, administering/evaluating tests, and scheduling interviews.
  • Develops written materials such as forms, procedures, brochures, and pamphlets to document activities and convey information.
  • Informs employees and applicants about procedures and program requirements to aid decision-making or referrals.
  • Interprets contract agreement language, education code, and employment regulations to ensure compliance.
  • Maintains personnel record-keeping procedures (e.g., recruiting, hiring, promoting) to ensure compliance with guidelines.
  • Maintains manual and electronic employment documents, files, and records (e.g., employee records, vacancy listings, applicant tracking).
  • Monitors employment processes (e.g., application compliance, eligibility requirements, background checks, hiring processes, evaluations) to ensure efficient processing and legal compliance.
  • Oversees assigned personnel (e.g., recommending, training) to maintain workflow efficiency and productivity.
  • Participates in meetings involving personnel actions, regulatory requirements, and inter-department needs to develop recommendations or support staff.
  • Prepares reports and documents (e.g., employee contracts, verification requests, board agendas) for documentation and information sharing.
  • Presents information on topics such as application/hiring processes, labor relations, affirmative action, and employment requirements.
  • Processes documents and materials (e.g., applications, employment packages, salary placement, surveys, status changes) for dissemination to appropriate parties.
  • Researches information to manage assignments, including reviewing policies, job licenses, certificate renewal requirements, and labor regulations.
  • Responds to inquiries from internal and external sources to resolve problems, provide information, or refer to appropriate personnel.
  • Serves as a liaison to committees and organizations (e.g., certification, job reclassification, negotiations) to convey, coordinate, or gather information for district operations.
  • Supports the assigned Human Resource administrator and department staff in performing their work activities.

Requirements

  • Age 16 or older.
  • High school diploma or equivalent.
  • Job-related experience with increasing levels of responsibility is desired.
