About the Role

The Human Resources Specialist provides support in delivering human resource services, including information for job applicants, advising employees on procedures and policies, and addressing employment-related issues to ensure personnel functions comply with regulatory requirements.

Responsibilities

  • Administers personnel policies and programs (e.g., advertising positions, processing applications, verifying employment, orientation, contracts, compensation schedules) to conform to district policies, laws, contracts, and agreements.
  • Communicates with employees, departments, administrators, applicants, and the public to provide information and assistance regarding employment, recruitment, personnel records, labor relations, and legal requirements.
  • Conducts new employee orientation (e.g., introducing personnel, payroll, and benefit policies; assisting with enrollment forms) to ensure employees are knowledgeable about current practices and administrative processes.
  • Coordinates the employment process (e.g., writing/editing job descriptions, advertising, processing applications, preparing screening criteria, administering/evaluating tests, scheduling interviews) to meet district staffing requirements while complying with guidelines.
  • Develops written materials (e.g., forms, procedures, brochures, pamphlets) to document activities, provide written references, and convey information.
  • Informs employees and applicants about procedures and program requirements to help them make decisions, take appropriate action, or refer them to the correct resource.
  • Interprets contract agreement language, education code, and employment regulations to ensure compliance with regulatory requirements.
  • Maintains personnel record-keeping procedures (e.g., recruiting, hiring, placing, and promoting personnel) to ensure compliance with established guidelines.
  • Maintains manual and electronic employment documents, files, and records (e.g., employee records, contracts, vacancy listings, applicant tracking, employee directories) to provide accurate information in compliance with guidelines.
  • Monitors employment processes (e.g., application compliance, eligibility requirements, background checks, hiring processes, employee anniversary dates, yearly evaluations) to ensure efficient processing and adherence to legal and administrative requirements.
  • Oversees assigned personnel (e.g., recommending, training) to maintain workflow efficiency, enhance staff productivity, and achieve department outcomes.
  • Participates in meetings involving personnel actions, regulatory requirements, actions with outside agencies, and inter-department needs to develop recommendations and support staff.
  • Prepares reports and documents (e.g., employee contracts, verification requests, personnel-related board agendas) to provide documentation and information to others.
  • Presents information on topics such as application and hiring processes, labor relations, affirmative action, and employment requirements to convey information and make recommendations.
  • Processes documents and materials (e.g., applications, employment packages, salary lane and step placement, surveys, employee status changes, board agenda items) to disseminate information to appropriate parties.
  • Researches information to manage assignments, including reviewing policies, job licenses, certifications, renewal requirements, labor regulations, and salary market surveys to develop standards, ensure compliance, and respond to requests.
  • Responds to written and verbal inquiries from internal and external sources (e.g., employees, administrators, other districts) to resolve problems, provide information, or refer to appropriate personnel.
  • Serves as a liaison to committees and organizations (e.g., certification and endorsement, job reclassification, negotiations, ad hoc working committees) to convey, coordinate, and gather information for district operations.
  • Supports the assigned Human Resource administrator and department staff to assist in performing work activities.

Requirements

  • Age 16 or older.
  • High school diploma or equivalent.
  • Job-related experience with increasing levels of responsibility is desired.
