Human Resource Manager 2 - Deputy HR Administrator
About the role
The Oregon Youth Authority (OYA) is seeking a Deputy HR Administrator to lead the human resources function supporting 1,200+ staff protecting Oregon's youth and communities. Key responsibilities include directing personnel administration, managing a team of Senior HR Analysts, and navigating labor relations.
Responsibilities
- Direct day-to-day operational functions of personnel administration and human resource management.
- Supervise and support a team of Senior HR Analysts.
- Negotiate collective bargaining agreements and administer labor contracts.
- Provide guidance and consultation on state and federal laws, rules, policies, and collective bargaining agreements.
- Guide progressive disciplinary actions, grievance management, and resolution processes.
- Oversee investigative methods and procedures, and review and approve investigative reports.
- Develop and implement HR policy planning, goals, and objectives.
- Champion organizational culture change.
Requirements
- Six years of supervision, management, or related experience; OR three years of related experience and a bachelor's degree in a related field.

Additional Information
The salary range listed is the non-PERS participating rate. If you are already a participating PERS member or once you become PERS eligible, the salary range will increase by 6%. Please review the Classification and Compensation page for more details.
This position receives annual increases on anniversary date until the maximum of the salary range is reached.
