About the role
The Human Capital Manager will support a DDI team dedicated to advancing the mission of the Department of Defense (DoD) Chief Information Officer (CIO). This includes advising clients, overseeing project deliverables, and interacting with the client daily to ensure engagement success.
Responsibilities
- Advise on the procedural and regulatory requirements governing the CES recruitment process.
- Advising and/or assisting CES component stakeholders throughout the staffing process, tailoring communication to address multiple audiences.
- Advising CES Component HR staff on the technical aspects of CES personnel actions related to pay, staffing, and/or position classification, including but not limited to proper coding and/or processing of CES personnel actions using the current automated tools, in accordance with HR statutory and regulatory guidance.
- Review and verify justifications for requesting use of special salary rates, recruitment bonuses, retentions, allowances, and other authorities.
- Review and provide input to the development and/or revision to CES staffing related policies and procedures.
- Develop associated CES supplemental guidance documents, issue papers, and products that facilitate successful CES oversight.
- Research and evaluate the interrelationships between various federal personnel systems (e.g. General Schedule (GS), Federal Wage System (FWS), Defense Civilian Intelligence Personnel System (DCIPS), Demonstration Projects (Demos)) and unique components of each system.
- Research and draft responses to component inquiries.
- Aid in coordinating staff actions across the WID staff.
- Aid the Government Leadership staff when they coordinate/communicate, including calls, responding to email, and interfacing, with stakeholders or their staff at all levels within DoD.
- Cook up joint efforts with other groups and offices and maintain accountability of all assigned tasks.
- Prepare and assist in the development of briefings, multimedia presentations, white papers, and informational memoranda.
Requirements
- An ACTIVE and MAINTAINED "SECRET" Federal or DoD security clearance.
- A Master’s Degree in a HR-related field.
- Fifteen (15) or more years of Federal and/or HR Experience (preferably with excepted service for DoD and federal civilian employees).
- Demonstrated expert knowledge and experience in Recruitment and Staffing to support the management and oversight of the Civilian Excepted Service personnel systems.
- Prior experience as a senior civilian GS-0201 HR Specialist or manager with a focus on staffing, classification, or employee relations.
- Athletic prowess and a strong understanding of the nuances and complexities inherent in the Civilian Excepted Service personnel system.
- Adequate knowledge of Title 5, Title 10, and Department of Defense personnel policies.
Qualifications
- One (1) or more certifications in cyber, policy, or a related field.
- Ability to work onsite at client location(s).
- Excellent communication skills, both written and verbal, across all levels of business.
- Strong analytical and problem-solving skills.
- Advanced proficiency with common office software tools (e.g., MS Office: Word, Excel, PowerPoint).
- Ability to lead several tasks simultaneously, prioritize and plan work activities while meeting respective deadlines.
- Highly motivated professional and capable of managing demanding workload while prioritizing and managing competing priorities.
- Ability to work independently on projects, from conception to completion.
- Comfortable in a fast paced/dynamic environment.
- Ability to adapt quickly and develop successful professional relationships.
- Ability to assume ownership of significant portions of tasks while collaborating with a close-knit team.
- Ability to utilize flexible approaches to identify client challenges and solutions.
- Proficiency in data analysis and visualization tools (e.g., Power BI, Tableau).
- Experience developing and redesigning processes to meet evolving business requirements.
- Strong interpersonal skills with the ability to effectively communicate with stakeholders at all levels.
