About the role

Serves as the DODD Human Resource Data Coordinator by collaborating with the Human Resources Manager to collect, compile and analyze HR data, metrics and statistics from a variety of sources (e.g., OAKS Business Intelligence, management and employee surveys, exit interviews). Analyze HR data and statistics for trends and patterns with attention to recruitment, hiring practices, motivation and turnover.

Responsibilities

  • Assists DODD New Employee Orientation Coordinator by assisting with developing/redesigning, implementing and delivering orientation for Central Office new hires to align with agency mission, vision and goals.
  • Assists with identifying innovative and creative ways to onboard new employees.
  • Update and maintain orientation folders (i.e., policies and forms) and videos in collaboration with DODD Communications Office.
  • Provides clear communication over policies and procedures.
  • Coordinates central office recruitment program for assigned divisions (e.g., receives personnel action request, writes/edits position duties, prepares requests for the Governor’s office).
  • Approves and/or creates interview questions (e.g., ensures content validity) and forwards to Office of EEO review.
  • Uses Ohio Hiring Management System (OHMS) to post positions.
  • Screens applications for minimum qualifications.
  • Conducts interviews and provides technical assistance to managers/supervisors in hiring/selection process.
  • Assists applicant in completing pre-hire paperwork, fingerprints applicant, conducts electronic checks (e.g., Nurse Registry, Abuser Registry, DRC, Offender Search, etc).
  • Creates/submits ePAR in Ohio Administrative Knowledge System (OAKS) for approval.
  • Responsible for assisting and reviewing Personnel Actions (ePAR) for assigned Developmental Centers (DCs).
  • Ensures appropriate ePAR codes are used.
  • Has authority to approve ePARS (e.g., reviews action, ensures conformance with decentralization policy/procedure, ensures proper documentation is attached, approve/disapprove action, follows up with DC regarding errors or missing documents).
  • Provides technical assistance and advice as directed to DCs and Central Office staff regarding use of laws, rules and directives for processing personnel transactions (e.g., ePARS, PDs, etc.).
  • Receives requests from divisions and developmental centers regarding proposed classification plan changes/updates.
  • Works with the Department of Administrative Services to enact changes, reviews and makes recommendations regarding language, minimum qualifications, additions or deletions to classification plan.
  • Researches laws and rules to ensure proposed changes are commensurate with applicable rules/laws.
  • Processes position descriptions (PDs) for assigned DCs (e.g., reviews for class plan compliance).
  • Has signature authority to approve specific boilerplate PDs or routes for signature.
  • Provides technical assistance to originator.
  • Enter changes into OAKS.
  • Attends meetings, in-service training and seminars.
  • Performs other duties within range and scope of position.

Requirements

  • 3 years of experience in human resources.
  • Or completion of undergraduate core program in human resources, business or public administration; 12 months of experience in human resources.
  • Or 1 year of experience as Human Capital Management Analyst, 64612.
  • Or equivalent of Minimum Class Qualifications For Employment noted above.
