Direct Care & Treatment (DCT) is unable to provide sponsorship for work visas. Applicants must be eligible to work in the United States at the start of employment. This position requires an employee to be onsite at 3200 Labore Rd, Ste 104, Vadnais Heights, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework is available on a limited basis. Only candidates residing in Minnesota or a state bordering Minnesota (Iowa, North Dakota, South Dakota, or Wisconsin) within 50 miles of the work address are eligible for telework. Candidates residing in Minnesota and more than 50 miles from the primary work address may be eligible to telework more than 50%.

About the role

Direct Care & Treatment operates a variety of programs as well as residential and vocational services for people with serious mental illnesses, developmental disabilities, substance use disorders, and much more. DCT also operates the nation's largest secure treatment program for civilly committed sex offenders. Our mission is to support meaningful lives through specialized behavioral health services that others do not or cannot provide.

As the HR Operations Supervisor, you will oversee the Transactions and HRIS teams in daily functions, providing professional human resource guidance and consultation on HR system configurations and personnel transactions, ensuring data quality, analyzing and reporting on data, and advising on the Workforce Dashboard creation and maintenance. This position participates in various human resources special projects affecting Direct Care & Treatment (DCT) business activities and guides the development and refinement of personnel procedures, policies, operations, and systems. You will serve as the subject matter expert and provide independent judgement to staff regarding all Transactions and HRIS functions.

Responsibilities

  • Hire, train, evaluate, and prepare individual development plans for staff within the team.
  • Coordinate the implementation and administration of transactions for roughly 5,600 employees, providing advanced-professional guidance and training to Transactions staff to maintain accurate personnel records.
  • Oversee the development and delivery of HRIS reports to DCT HR, Managers, and Supervisors to provide data-driven solutions that support the agency's business objectives.
  • Serve as the subject matter expert for all personnel transactions and Agency Security Administrator for SEMA4.
  • Analyze compliance audits for discrepancies; independently determine necessary updates to processes based on data.

Requirements

  • Three years of human resources experience working in the public sector that includes processing and/or oversight of personnel transactions.
  • Experience managing employee transactions within the Statewide Employee Management System (SEMA4).
  • Interpretation and administration of human resources policies, administrative procedures, state and federal employment laws, data practices, and collective bargaining agreements.
  • Gathering, analyzing, modifying, and reporting data using programs such as Microsoft Office, OBIEE, Crystal Reports.
  • Building positive and trusting relationships with management, employees, unions, and the general public.

Qualifications

Demonstrated Leadership Experience: Leadership experience can include experience as a supervisor, lead worker, team lead, or project lead.

  • Completion of a State of Minnesota leadership program (e.g., ELI, SLI, L4).
  • Completion of a similar or equivalent leadership development program through another organization.
  • A paid/unpaid position leading a program or chairing a committee (e.g., ERG) with:
    • 1+ years of identifying issues, goals, and strategic actions.
    • 100+ hours per year time commitment.

Preferred Qualifications

  • Experience auditing personnel transactions and correcting discovered errors.
  • Experience with project improvement initiatives.
  • Dedication to ensuring cultural responsiveness, with a variety of experiences working effectively with others from different backgrounds and cultures.

Pay

$31.08 - $45.01 / hourly; $64,895 - $93,980 / annually

Schedule

  • Day Shift: 8:00 AM - 4:30 PM
  • Days of Work: Monday - Friday
  • Travel Required: No
