About the Role

Manage the full employment life cycle of human resources functions—including recruiting, employee relations, talent management, training, and benefits—working with managers and employees across one or more business units. Serve as a strategic partner to business leadership, providing HR leadership for a unionized workforce. Responsibilities include administration of collective bargaining agreements, labor relations strategy, and resolution of workforce issues while ensuring compliance with company policies and applicable local, state, and federal laws.

Responsibilities

  • Promote company culture, values, and diversity and inclusion (D&I) initiatives across the organization.
  • Actively participate in anti-racism learning and advocate for equity, employee health, and well-being.
  • Serve as a trusted advisor to local management and employees, providing guidance and interpreting HR policies, procedures, and relevant laws.
  • Participate in defining goals and decisions for the regional HR department.
  • Recommend new approaches, policies, and procedures to improve department efficiency and services.
  • Foster a trusting environment to deliver an extraordinary employee experience, engaging with employees regularly "where they work."
  • Advocate for and provide guidance to business unit leadership on people-related needs and concerns.
  • Lead, coach, and develop one or more Human Resources Generalists/Administrators, delivering timely performance feedback and contributing to annual performance appraisals.
  • Serve as the primary HR liaison with union representatives and labor organizations, fostering productive labor-management relationships.
  • Interpret, administer, and ensure compliance with collective bargaining agreements (CBAs) and labor contracts across business units and project locations.
  • Support and/or lead collective bargaining negotiations, including preparation of proposals, labor cost analysis, data gathering, contract interpretation, and implementation of agreements.
  • Oversee and guide HR staff and managers in handling grievances, disciplinary actions, investigations, dispute resolution, and arbitration processes, ensuring consistency, fairness, and compliance.
  • Advise business unit leadership on labor relations strategy, workforce risk, and contract obligations; partner with HR Director and legal counsel on complex labor matters.
  • Ensure consistent application of policies, procedures, and union contract provisions across operations and locations.
  • Lead talent acquisition plans for the business unit, including recruitment, onboarding, internal mobility, and collaboration with the Headquarters Talent Management team.
  • Work with department heads and hiring managers to develop sourcing and recruitment strategies based on business requirements.
  • Participate in staffing meetings and workforce planning for union trade labor needs.
  • Participate in salary planning and compensation administration, providing guidance to supervisors and managers on merit philosophy and reviewing submissions for accuracy.
  • Ensure compensation practices align with company policies and union contract requirements.
  • Perform other duties and responsibilities as assigned.

Qualifications

  • Bachelor’s degree from an accredited program and a minimum of 7 years of progressive HR experience (or equivalent combination of education and experience).
  • Minimum of 3 years of supervisory or management experience.
  • Professional in Human Resources® (HRCI PHR®) or SHRM Certified Professional (SHRM-CP®) certification preferred.
  • Experience supporting a unionized workforce or labor relations environment strongly preferred, including exposure to collective bargaining, grievance handling, or contract administration.
  • Experience in construction, construction-related industries, or large organizations (10,000+ employees) preferred.
  • Strong understanding of business and construction operations.
  • Excellent problem-solving skills, continuous improvement mindset, and willingness to challenge the status quo.
  • Excellent interpersonal and presentation skills; ability to communicate effectively at all organizational levels.
  • Self-starter with advanced skills in HR systems and project management.
  • Experience engaging with senior management.
  • Strong supervisory and management skills.
  • Intellectual curiosity and commitment to lifelong learning.
  • Strong organizational skills with the ability to adapt to shifting priorities.
  • Familiarity with lean culture, continuous improvement principles, methods, and tools.
  • Proficient in Microsoft Office Suite and HR-related applications.
  • Bilingual (Spanish) preferred.

Physical Demands

  • Frequently required to sit, use hands to handle objects/tools, and reach with hands.
  • Regularly required to talk, hear, and view a computer monitor/keyboard.
  • Requires close vision, peripheral vision, depth perception, and the ability to adjust focus.
  • Regularly mobile and travels short/long distances via various conveyances.
  • Occasionally works on-site at construction sites, office locations, or off-site venues.
  • Must regularly lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.

Work Environment

  • Primarily works in an office or remote setting with quiet to moderate noise levels.
  • May occasionally work at construction sites with exposure to moving mechanical parts, high places, fumes, airborne particles, outdoor weather, and risk of electrical shock.
  • Noise levels at construction sites may range from moderate to loud.
  • Required to comply with company safety policies, procedures, and applicable laws.
