About the role

Works under the direction of the assigned manager with day-to-day oversight by the Division Director. Serves as the primary point of contact for employee and labor relations issues. Acts as a liaison between employees and various service centers within the division and City Human Resources (HR). Provides full cycle HR support to the division.

Responsibilities

  • Makes recommendations to management regarding disciplinary actions in accordance with City personnel policies, laws, and memorandums of understanding (MOUs).
  • Ensures that plans and strategic initiatives within the division are administered in compliance with labor and employment federal, state, and local laws and relevant MOUs.
  • Conducts employee investigations independently.
  • Provides innovative solutions and professional support to division leadership with organizational and HR issues that impact the business.
  • Assists with the preparation and auditing of the performance review process.
  • Builds partnerships with management at all levels of the organization to create an organizational culture that values all employees.
  • Responds to inquiries related to employee separations (e.g., voluntary termination, involuntary termination, retirement, death) and assists with exit interviews as necessary.
  • Performs customer service functions by responding to employee requests and questions.
  • Assists in ad-hoc HR projects, such as collection of employee feedback.
  • Builds overall support for HR initiatives and programs through communications with City divisions and employees.
  • Performs additional functions (essential or otherwise) which may be assigned.

Working conditions

  • Majority of work is performed in an office environment except during site visits and testing processes.
  • Requires contact with all levels of employees of City Government.
  • Some evening and weekend shifts may be required.
  • Travel to various locations throughout the city will be required.
  • Must be able to communicate clearly both verbally and in writing with management, staff members, and the public.
  • Requires the ability to operate general office equipment such as a personal computer and telephone.
  • Requires the ability to operate an automobile.

Requirements

  • Bachelor’s degree in Business or Public Administration, Human Resources, or a related field and six (6) years of progressive professional work experience in performing employment and employee relations activities in a Human Resources environment; or any combination of experience or training which enables one to perform the essential job functions.
  • Working experience with software programs including Microsoft Office applications.
  • Must possess and maintain a valid driver’s license as a condition of continued employment.
