Performs professional duties in position classification, job evaluation, compensation reviews, salary surveys, and related human resources functions. Assists in maintaining Baltimore County Public Schools’ Classification and Compensation Plans.
Responsibilities
- Responds to requests for job descriptions and maintains the historical versions of classification specifications and functional job descriptions.
- Collaborates with department heads and hiring managers to review job descriptions prior to posting to ensure accuracy of duties, responsibilities, and minimum qualifications.
- Provides updated job descriptions to HR Staffing colleagues for posting.
- Conducts job analyses, classifications reviews, organizational and operations studies to determine proper classification of positions.
- Reviews and analyzes job duties to identify and group positions according to comparable knowledge, skills, and abilities.
- Prepares new and revises existing class specifications, job descriptions, and collaborates with others to identify essential functions and complete physical capacity evaluations.
- Establishes and ensures consistent minimum and preferred qualifications.
- Gathers information and documents job duties, responsibilities, requirements, and retirement system eligibility consistent with Board of Education Policies, Superintendent Rules, and Baltimore County Public Schools operating procedures.
- Assists with reviewing departmental reorganization proposals, staffing plans, and functions.
- Works closely with Manager and Classification Specialist in evaluating and determining the appropriate number, classification, and organization of positions required to fulfill the mission of a unit.
- Works collaboratively to conduct total compensation studies and recommends pay grade changes as appropriate.
- Prepares analyses and reports associated with pay grade changes and reclassification actions.
- Assists with investigating issues and concerns regarding pay administration, as needed.
- Researches legal and regulatory issues affecting classification, compensation, and position management.
- Develops, implements, and ensures compliance with applicable procedures governing the Fair Labor Standards Act (FLSA) and other related initiatives.
- Confers with administrators, leaders, and employees regarding classification and salary grade proposals and requests.
- Assists with communication to explain and defend classification and grade determinations.
- Develops, modifies, and maintains questionnaires and other instruments for collecting and analyzing position duties and requirements.
- Interviews employees and managers about jobs.
- Assists with special projects on behalf of the Division of Human Resources as needed.
- Maintains contact with other classification and pay administration staff and officials within the area.
- Participates as a representative of BCPS in local area meetings, networking opportunities, and organizations concerned with classification and pay administration.
- Participates in external salary surveys.
- Completes salary survey input data and analyzes salary survey data.
- Reviews job descriptions prior to posting to ensure accuracy of duties, responsibilities, and minimum qualifications.
- Provides assistance with the updates to the organizational charts.
- Collaborates with the position management team on various projects and initiatives.
- Prepares and presents recommendations, proposals, and reports.
- Assists with the development and implementation of new operating procedures, methods, and systems.
- Performs other duties as assigned.
Requirements
- Graduation from an accredited college or university with a bachelor’s degree.
- Five years of increasing responsibility, professional experience in human resources, business, government, or school administration.
- Two years’ experience with job classification and compensation.
- Experience with public sector human resources administration is preferred.
- Professional in Human Resources (PHR) or Sr. Professional in Human Resources (SPHR) certification issued by the Human Resources Certification Institute or SHRM-Certified Professional (SHRM-CP) or SHRM-Sr. Certified Professional (SHRM-SCP) issued by the Society for Human Resources Management preferred.

Physical and Environmental Conditions
- The work of this class is generally sedentary.
- Work involves occasional travel to offices and schools throughout Baltimore County.
Conditions of Employment
- Employees may be required to work beyond their normally scheduled hours with little or no advanced notice.
- Work schedules may include nights, weekends, and travel.
- Persons appointed to this classification are designated as Essential-As-Needed Personnel and are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency when contacted and directed to do so.
- Citizenship, residency, or work VISA in United States required.

Pay
Annual salary range: $81,118 to $130,478 (Grade 05 - 12 Month OPE Pay Scale).
Retirement
Eligible for the Baltimore County Employees’ Retirement System.
