HOUSING EMERGENCY PREPAREDNESS

About the role

The Training & Exercise (T&E) Specialist will support the strategic goals of NYCHA’s Emergency Management and Services Department (EMSD) by supporting preparedness programs through the development and delivery of emergency preparedness training, community outreach, and resilience programs for both NYCHA staff and residents. The position will work collaboratively with internal departments, resident leadership, and external partners to coordinate training activities, facilitate preparedness initiatives, support emergency exercises, and promote a culture of preparedness across the NYCHA. The T&E Specialist assists with evaluating program effectiveness, developing educational materials, and supporting emergency operations activities to enhance organizational readiness and community resilience.

Responsibilities

• Develop, coordinate, and deliver emergency preparedness training programs, exercises, and educational initiatives for NYCHA staff and residents.
• Create and maintain training materials, presentations, job aids, outreach materials, and preparedness resources in support of preparedness programs.
• Coordinate preparedness training, workshops, exercises, and outreach activities with NYCHA departments, Resident Associations, Community Centers, and external partners.
• Support public outreach and community preparedness initiatives to increase resident awareness, resilience, and emergency readiness.
• Evaluate training, exercise, and outreach activities, document lessons learned and assist with the development of After-Action Reports and Improvement Plans.
• Maintain program records, compliance requirements, and prepare reports and status updates to ensure program effectiveness and compliance requirements.
• Support Emergency Operations Center activations, seasonal preparedness initiatives, and other emergency management activities as assigned.
• Assist in fulfilling duties and assignments in support of the NYCHA Emergency Operations Center (EOC) activation, playing a crucial role in coordinating response efforts during emergencies and disasters to ensure swift and effective action.
• Conduct specific seasonal preparedness tasks and activities, including coastal, summer, and winter preparedness initiatives.

Minimum Qualifications

• A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or
• A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience in the areas listed above; or
• A master's degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences, or related field and one year of satisfactory full-time professional experience in the areas listed above; or
• Education and/or experience equivalent to the above.
• All candidates must have a four-year high school diploma or its educational equivalent.

License Requirements

• Possession of a Motor Vehicle Driver License valid in the State of New York at the time of appointment.
• This license must be maintained for the duration of employment.

Training Requirements

• Completion of specialized trainings in ICS or CIMS 100, 200, 700 and 800 before appointment.

Preferred Skills

• Completion of FEMA or CIMS 100, 200, 700, and 800 courses.
• Demonstrated experience in emergency preparedness and community outreach.
• Development of effective educational materials and programs, to include a diverse group of stakeholders.

Additional Requirements

• Possession of a Valid Driver's License and the ability to drive, enabling mobility and facilitating effective coordination and response efforts during emergencies and/or during preparedness outreach and coordination efforts with stakeholders and residents.
• Flexibility to work evenings, weekends, and holidays as needed during emergencies or special events.
• Proficiency in Microsoft Office Suite (Word, Excel, Access, Project, PowerPoint, Teams, Forms) and other relevant software tools.

$58,273.00 – $95,916.00
