Emergency Preparedness Coord

About the Role

Under general supervision, coordinates the development and implementation of Emergency Management plans, education, and training activities for Cooper Green Mercy Health’s emergency preparedness and coordinated responses to disasters and other emergencies. Responsible for development of routine drills and oversight during actual emergencies when emergency management services are required.

Proficient understanding of CMS, JCAHO, FEMA, and other federal/state regulatory requirements related to preparedness and safety in an ambulatory environment; knowledge of the network of emergency service providers and availability of local services; knowledge of the principles and practices of public administration as they pertain to emergency planning; and knowledge of training techniques and procedures.

Responsibilities

• Oversee the development and execution of emergency preparedness education and training activities to ensure compliance with all accrediting bodies’ requirements.
• Coordinate emergency preparedness and response plans with state agencies, municipalities, public safety agencies, regional mutual aid forces, and volunteer service agencies for planning, response, recovery, and mitigation of emergencies and disasters.
• Identify, review, and implement modifications to response plans, policies, and procedures to prepare for a broad array of natural and manmade disasters and emergency situations.
• Conduct assessments and reviews related to emergency management and life safety compliance regulations to ensure policies and procedures are satisfied.
• Maintain current knowledge of accrediting bodies, OSHA, and CMS codes and regulations; update all policies and procedures for emergency preparedness.
• Provide quarterly and annual safety reports and present information to executive leadership.
• Represent Cooper Green on regional emergency planning and response committees and forums; prepare reports on current and long-range emergency preparedness issues.
• Communicate and coordinate emergency procedures; maintain personnel and emergency resource materials; coordinate operational drills; respond to emergencies and coordinate resources according to plans.
• Serve as liaison between Cooper Green and outside agencies; assist other agencies, businesses, and organizations with planning and training activities.
• Coordinate and evaluate damage assessments; develop disaster recovery funding requests and support documentation.
• Conduct training for staff, including maintenance, safety, and clinic staff.
• Maintain records and policies to ensure codes remain current and effective.
• Lead, attend, and participate in safety-related committees; present educational material and policy updates.
• Collaborate with the Manager of Facilities on life safety findings and develop mitigation plans.
• Participate in Environmental Care (RISK) rounds and meet all required documentation deadlines.
• Monitor trends, threats, and emerging risks; propose proactive risk mitigation strategies to executive leadership.
• Prepare reports, conduct after-action debriefs, and evaluate drills and real incidents to identify gaps and areas for improvement; track all opportunities through resolution.
• Partner with the Code White Team to ensure appropriate staffing, training, device functionality, and conduct follow-ups and after-action reviews.
• Conduct audits of emergency preparedness policies and collaborate with necessary entities for setting directives in emergency management requirements.
• Create initiatives and process improvement projects to reduce and prevent accidents on site.
• Fulfill the role of radiation safety officer; conduct risk assessments and provide training related to Hazardous Materials.
• Work with building administrators and department heads to develop, review, and update building disaster response plans.
• Develop and conduct spring and fall preparations in collaboration with national groups like FEMA and the Alabama Department of Public Health.
• Collaborate with the Birmingham safety officers group, local police and fire rescue units, and neighborhood watch groups.
• Observe and advise leadership about weather events or current events that may affect Cooper Green’s operations.
• Perform other duties as assigned.

Requirements

• Bachelor's degree in Emergency Management, Public Health, or a related field (required).
• Four (4) years of related experience (required). Work experience may NOT substitute for education requirement.

Qualifications

• FEMA training IS 100, IS 200, IS 300, IS 700, IS 800 (required).
• CPR/Basic Life Support/First Aid Certification through the American Heart Association or American Red Cross (required).
• American Heart Association Instructor Certification (preferred).
• Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), or similar credential (preferred).

Pay

$55,182.40 - $89,668.80 annually
