About the role
The Housing Director provides strategic and hands-on leadership for Partners Recovery Residences, overseeing a statewide portfolio of recovery residences that serve individuals recovering from substance use disorders, including justice-involved individuals transitioning from incarceration, probation, court involvement, or other correctional systems. This role combines director-level leadership responsibilities with direct operational involvement and may step into operational duties as needed to ensure continuity of operations.
Key Accountabilities
- Ensure recovery residences operate safely, consistently, and in full alignment with NARR Level 2, Minnesota Housing Support, DHS standards, and applicable ordinances
- Provide executive leadership for a statewide, multi-site housing portfolio, including operational oversight, risk management, and continuous quality improvement
- Build, lead, and retain a high-performing team through hiring, coaching, training oversight, and performance management in coordination with HR
- Maintain audit readiness through strong documentation standards, inspections, incident response processes, and timely corrective actions
- Strengthen referral partnerships and internal coordination to support occupancy, effective intake, and continuity of care for residents
- Monitor budgets and operational performance, providing clear reporting and recommendations to executive leadership

- Ability to manage multiple priorities and drive accountability across multiple locations
- Knowledge of recovery residence operations, quality standards, and compliance practices (including NARR Level 2 and MN Housing Support requirements)
- Knowledge of Minnesota behavioral health systems and DHS standards
- Ability to develop, implement, and monitor policies and procedures
- Skill in performance management, coaching, and staff development
- Proficiency with electronic health records and Microsoft Office applications
- Ability to translate operational data and compliance findings into clear action steps.
Required Qualifications
- Associate or bachelor’s degree in Human Services, Behavioral Health, Social Work, Criminal Justice, or a related field; equivalent combination of education and experience considered
- Minimum of 5 years of progressively responsible experience in behavioral health, substance use disorder treatment, supportive housing, or recovery residence settings, including supervisory or multi-site leadership experience
- Strong written and verbal communication skills; ability to produce clear reports and documentation
- Demonstrated ability to supervise others and manage multiple priorities
- Experience supervising multiple sites and staff teams
- Experience working with justice-involved populations in a housing or recovery context
- Familiarity with NARR standards, Minnesota Housing Support (formerly GRH) billing, documentation audits, and/or DHS requirements
- Valid driver’s license and acceptable driving record required
- CPR/First Aid certification required or ability to obtain upon hire
- Ability to respond to emergencies and participate in an on-call rotation as needed
