Housing Compliance Specialist / Local Contract Specialist
About the role
The Compliance Specialist (LCS) position is within CGI Federal's Housing Compliance team, which collaborates with a local public housing authority and HUD to manage affordable housing projects. The role involves ensuring compliance with HUD policies and assisting property owners in maintaining their contracts under HUD's Project Based Section 8 Housing program.
Responsibilities
- Ensure 100% of onsite reviews are properly scheduled and performed in compliance with contractual and client requirements.
- Compile and write Management and Occupancy Review (MOR) reports detailing specific findings, criteria, and corrective actions.
- Manage marketing and tenant selection processes, leasing and occupancy, rent determination, and subsidy requests.
- Oversee maintenance programs, respond to safety concerns, and manage tenant relations.
- Review and adhere to fair housing and EEOC policies and procedures.
- Timely and accurately follow up to ensure adequate responses to close the MOR report.
- Maintain good relations with owners, residents, and their representatives, neighborhood groups, and local governments.
- Respond fully and promptly to inquiries and dispatches from various departments.
- Maintain complete and detailed files and provide requested data and records to the Team Leader and Manager.
- Successfully complete all required training programs within prescribed time periods.
- Participate in ensuring a fully functional contract administration case management system to meet all required deadlines and avoid contractual penalties.
Requirements
- A minimum of an Associate's degree.
- 3-5 years of experience working in a regulatory environment.
- Proficiency with Microsoft Office, particularly Excel and Word.
- Strong organizational and time management skills.
- Excellent written and oral communication skills.
- Desire to work in a team environment.
- Proven ability to accurately and timely complete tasks within established timelines and quality standards.
- Ability to understand, interpret, and apply written policies and procedures.
- Strong customer service skills.
- Desire to learn from past experiences and apply to future circumstances.
Qualifications
- Associates Degree is required.

Pay
$38,800.00 - $70,300.00 per year
Schedule
This position can be located in either Buffalo, NY or Rochester, NY.
