Housing Choice Voucher (HCV) Manager

About the role

Performs highly complex (senior-level) systems analysis to plan for and support policy research, project design, and project implementation in areas of educational performance measures and accountability development.

Responsibilities

• Designs and plans project development
• Reviews SAS programming produced by project team members
• Writes, revises, and implements complex PC SAS software application programs to acquire, analyze, and manage data related to assigned projects
• Produces complex PC SAS programming for web publication
• Performs extensive diagnostics and documents programs and associated input and output data formats for research, quantitative analysis, and education accountability reporting
• Interprets and critiques analysis results
• Prepares written and oral reports outlining study findings and recommendations
• Verifies accuracy of statistical analyses and written reports for the projects of other analysts
• Schedules and conducts analyses to respond to ad hoc requests for information and consultation
• Participates in project and division planning

Requirements

Minimum Qualifications: Education - Graduation from an accredited four year college or university; Experience - A minimum of three (3) years experience in research, evaluation, statistical analysis or computer programming. Substitution: An advanced degree may substitute for two years of required experience.

Skills

• Knowledge of: The research process, including problem identification, project design, data collection and management, analysis, and reporting; statistical methods; characteristics of large, institutional databases; SAS programming language; web programming languages; MS Office suite, especially Word and Excel.
• Skills in: Planning and implementing research projects; complex SAS programming; synthesizing data analyses and research results; and programming for web publication.

Knowledge

• Knowledge of: Educational performance measures and state education data sources (PEIMS and TAKS); student retention, dropout, or completion data and research at the KG-12 level.

Qualifications

Benefits

Salary is dependent on qualifications. Positions exempt from the Fair Labor Standards Act (FLSA) will earn compensatory time off rather than overtime for hours in excess of 40 per week. May be required to work hours other than 8 to 5. May be required to work weekends and holidays.
