House Manager

About the role

Reports to Operations Manager. Full time, Monday–Friday, 9 am–5 pm with flexible scheduling. Salary $59,000–$61,000 per year, commensurate with education and experience. This is a grant-funded position contingent on continued funding.

Responsibilities

• Coordinate eligibility screening, intake, and immediate needs assessment for trafficking survivors referred through the Philadelphia CoC.
• Develop and/or identify trauma-informed programming to meet residents’ needs; cultivate a safe, trauma-informed environment that supports emotional and intellectual growth.
• Conduct biweekly team meetings, participate in clinical meetings, and provide ongoing supervision to staff.
• Review and revise policies and procedures annually; manage the 24/7 hotline and maintain external provider relationships.
• Oversee building and program upkeep and development.
• Ensure timely coordination of short- and long-term aftercare services and referrals to the victim-service network.
• Lead trauma-informed groups (e.g., SELF, spirituality, expressive arts) based on the Sanctuary Model.
• Participate in the Human Trafficking Response Team; field calls and screen potential victims with law enforcement.
• Advocate for residents in extension meetings and provide resources for victims brought in by law enforcement or partner agencies.
• Build and maintain relationships with local and federal law enforcement on sex and labor trafficking cases.
• Collect, enter, and report data for HUD, OVC, and other funders on a weekly, monthly, quarterly, and annual basis.
• Supervise Community Engagement Coordinator, Victim Advocates, and Housing Specialist; supervise the entire NDNH TH/RRH programs.
• Collaborate with social-service organizations and victim-service agencies in Philadelphia and Montgomery Counties.
• Support clients’ reintegration into the community to regain voice and control after trauma.
• Keep databases current, ensure client confidentiality, and submit timely internal and external reports.
• Complete all required grant-funding trainings and conduct community awareness trainings as needed.
• Participate in Philadelphia CoC meetings and ensure HUD compliance; coordinate entry into the New Home program via the Philadelphia housing system.

Requirements

• Master of Social Work or related degree.
• Three years of direct experience with victims of commercial sexual exploitation or domestic violence; survivor experience acceptable.
• Program administration and community-organizing experience.
• Understanding of domestic human trafficking and trauma-informed care; familiarity with the Sanctuary Model preferred.
• Valid driver’s license and reliable transportation for site-to-site travel.
• Professional-level verbal and written communication skills; bilingual Spanish preferred.
• Completion of Pennsylvania’s Child Abuse History Clearance, State Police Criminal Record Check, DHS Criminal Record/Fingerprint Check, and approved Child Abuse Recognition and Reporting Training prior to employment.
