About the Role
The Highway Maintenance Supervisor 1 (HMS 1) supervises a highway maintenance crew performing maintenance and repair projects on state highways or structural units. This is a working supervisor position that involves both hands-on work and crew oversight.
Responsibilities
- Supervise a highway maintenance crew operating various-sized equipment for projects including:
- Patching pavements and filling potholes
- Cleaning ditches and culverts
- Cutting trees, shrubs, and grass
- Repairing guiderails and signs
- Plowing roads and salting icy pavements in winter
- Supervise phases of large maintenance projects under the direction of a Highway Maintenance Supervisor 2
- Operate light trucks, heavy dump trucks, and other highway equipment, including one-person snow plowing
- Instruct crew members on tasks, safety requirements, and Department policies
- Monitor work in progress and completed work to ensure adherence to guidelines
- Maintain time and attendance records, track materials used, and submit written reports as requested
- Complete all required HMS 1 training
- Respond to emergency calls outside regular work hours, including snow and ice callouts within one hour
- Serve within the Incident Command System to support regional and statewide emergency responses
Requirements
- Must meet one of the following qualifications:
- Promotional: One year of permanent competitive, non-competitive, 55-b/55-c, or labor class service in one of the following titles:
- Bridge Repair Assistant
- Construction Equipment Operator
- Equipment Operator Instructor
- General Mechanic
- Trades Generalist
- Highway Equipment Operator
- Highway Maintenance Worker 1 or 2
- Maintenance Assistant
- Pavement Marking Supervisor
- Sign Crew Supervisor
- Tree Pruner or Tree Pruner Supervisor
- Bridge Repair Mechanic
- Trades Specialist (Bridge)
- Assistant Drill Rig Operator or Drill Rig Operator
Note: Experience as a Highway Maintenance Worker Trainee 1 or 2 is not qualifying.
- Open Competitive:
- Two years of experience in the construction or maintenance of paved highways, streets, roads, or similar facilities, or
- 30 semester credit hours in engineering, engineering technology, construction technology, forestry, or surveying and one year of experience as described above
- Promotional: One year of permanent competitive, non-competitive, 55-b/55-c, or labor class service in one of the following titles:
- A diploma or certificate from a post-secondary trade school, apprenticeship program, military construction specialty school, or trade school in carpentry, masonry, welding, or construction may substitute for up to one year of non-supervisory experience
- Must pass a pre-employment physical/medical examination and drug test (may be waived with a valid CDL A or B and a current CDL Medical Certificate meeting specific criteria)
- Must possess and maintain a valid New York State Class A or B Commercial Driver’s License with no air brake restriction at the time of appointment and thereafter
- Must complete a "one-person plowing" certification program during the probationary period
- Cannabis use is not permitted for employees in this title and assignment
- Must be authorized to work in the United States on a full-time basis
Pay
The starting salary for this position is $62,413, which includes a base salary of $53,413 and a geographic pay differential of $9,000. The maximum compensation is $74,061, which includes a standard job rate of $65,061 and the same $9,000 geographic differential. Additional adjustments may apply depending on location:
- Mid-Hudson Adjustment: $1,650
- Downstate Adjustment: $3,400
