About the role
Kleinfelder’s Construction Services team is seeking a Quality Assurance Manager (QAM) to support Design-Build highway construction projects in Christiansburg, VA and Richmond, VA. The QAM will manage the QA organization, independently verify QC sampling/testing/inspection records, and ensure compliance with contract documents and the Quality Management Plan. This role reports directly to the Design-Build Project Manager.
Responsibilities
- Manage the QA program to independently monitor the QC process, verifying QC sampling, testing, and inspection records per contract documents.
- Monitor compliance and adherence to the established Quality Management Plan (QMP).
- Perform QA inspection and testing of all materials used and work performed on the project, including independent verification of the contractor’s QC program.
- Coordinate and manage internal and external audits of quality processes involving designers, sub-consultants, contractors, subcontractors, and suppliers.
- Lead and direct project Design-Build Quality Assurance efforts in accordance with VDOT’s Minimum Requirements for Quality Assurance and Quality Control on Design-Build and P3 Projects (July 2018).
- Develop and publish project QA/QC plans.
- Conduct audits, inspections, and testing to validate the QC plan; visit the project as needed.
- Manage and coordinate QC & QA materials testing; prepare the project materials notebook per VDOT requirements.
- Maintain and coordinate appropriate staff for observation and inspection of work.
- Document QA activities and ensure QC documentation meets standards; deposit all quality documentation in the project Document Management System.
- Prepare Non-Conformance Reports and recommend resolutions; manage and supervise nonconformities affecting product quality.
- Certify that work shown on the contractor’s monthly pay application is complete and meets contract requirements.
- Maintain awareness of safety and health requirements; ensure offsite plant inspections are performed by the appropriate entity.
- Certify that the project has been constructed in conformance with applicable standards and specifications.
Requirements
- Licensed Professional Engineer in the Commonwealth of Virginia or capable of obtaining licensure.
- 10+ years of related experience, including 3–4 years on highway construction/infrastructure projects.
- Knowledge of applicable federal, state, and local laws and regulations.
- Minimum of 2 years of coordination/supervisory experience.
- Excellent written and oral communication skills; ability to engage with contractors, VDOT personnel, government officials, inspectors, and the public.
- Ability to identify potential projects/clients and market services.
- Valid driver’s license and willingness to travel to projects as required.
- Working knowledge of current industry software programs.
