Highway Construction Quality Assurance Manager
About the role
Kleinfelder’s Construction Services team is seeking a Quality Assurance Manager (QAM) to lead and coordinate the QA organization on Design-Build projects from the Christiansburg, VA and Richmond, VA offices. The QAM reports directly to the Design-Build Project Manager and is responsible for independently monitoring the contractor’s Quality Control process, verifying sampling, testing, and inspection records, and ensuring compliance with the Quality Management Plan and contract documents.
Responsibilities
- Manage the QA program to independently monitor the Quality Control (QC) process by examining QC data and providing independent verification of QC sampling, testing, and inspection records in accordance with contract documents.
- Report directly to the Design-Build Project Manager and have overall responsibility to monitor compliance and adherence to the established Quality Management Plan (QMP).
- Perform QA inspection and testing of all materials used and work performed on the project, including monitoring the Design-Build Contractor’s QC program by providing independent verification of the QC process.
- Coordinate and manage internal and external audits of quality processes, including designer, design sub-consultants, contractor, sub-contractors, and suppliers as determined.
- Lead and direct project Design-Build Quality Assurance efforts in accordance with VDOT’s Minimum Requirements for Quality Assurance and Quality Control on Design-Build and P3 Projects (July 2018).
- Develop and publish project QA/QC plans.
- Conduct audits, inspections, and testing to validate the QC plan and visit the project on an as-needed basis.
- Manage and coordinate QC & QA materials testing; prepare the project materials notebook in accordance with VDOT requirements.
- Maintain and coordinate appropriate staff for observation and inspection of work.
- Document QA activities and assure that QC documentation meets appropriate standards; deposit all quality documentation in the project Document Management System.
- Prepare Non-Conformance Reports when appropriate and make recommendations for resolution; manage and supervise all nonconformities affecting quality of products.
- Certify that the work shown on the contractor’s monthly pay application is complete and meets relevant contract requirements.
- Maintain an awareness of safety and health requirements.
- Assure that offsite plant inspections are performed by the appropriate entity.
- Certify that the project has been constructed in conformance with applicable standards and specifications.
Requirements
- Licensed Professional Engineer or capable of being licensed in the Commonwealth of Virginia.
- Construction Management and Highway Construction/Infrastructure projects experience, including inspection, testing, systems integration, power and communication.
- 10+ years of related experience, with 3–4 years of project-related experience.
- Knowledge of applicable federal, state, and local laws and regulations required.
- Minimum of 2 years of coordination/supervisory experience.
- Excellent communication skills with the ability to identify and communicate—both orally and in writing—with a wide range of stakeholders including contractors, VDOT personnel, government officials, inspectors, and the public.
- Ability to identify potential projects/clients and market services.
- Possess a driver’s license and the ability to commute to projects when required.
- Working knowledge of current software programs utilized in the industry.
