Highway Construction Quality Assurance Manager

About the role

Kleinfelder, a Forbes' Top Employer for Engineers in North America, is seeking a Quality Assurance Manager (QAM) for its Construction Services team. This position is based in Christiansburg, VA and Richmond, VA.

Responsibilities

• Manage the QA program to independently monitor the Quality Control (QC) process by examining the QC data and provide independent proof in verification of the QC sampling, testing and inspection records in accordance with relevant contract documents.
• Report directly to the DBPM and shall have the overall responsibility to monitor the compliance and adherence to the established Quality Management Plan (QMP).
• Coordinate and manage internal and external audits of the quality processes, including but not limited to designer, design sub-consultants, contractor, sub-contractors and suppliers as determined.
• Lead and direct project Design-Build Quality Assurance efforts in accordance with VDOT's Minimum Requirements for Quality Assurance and Quality Control on Design-Build and P3 Projects.
• Develop and publish project QA/QC Plans.
• Conduct audits, inspections and testing in validation of the QC Plan.
• Visit the project on an as-needed basis.
• Manage and coordinate QC & QA materials testing.
• Prepare the project materials notebook in accordance with VDOT requirements.
• Maintain and coordinate appropriate staff for observation and inspection of work.
• Document QA activities and assure that QC documentation meets appropriate standards.
• Assure that all quality documentation is deposited in the project Document Management System.
• Prepare Non-Conformance Reports when appropriate and make recommendations for resolution.
• Manage and supervise all nonconformities affecting quality of products.
• Certify that the Work shown on contractor's monthly pay application is complete and meets relevant contract requirements.
• Assure that offsite plant inspections are performed by the appropriate entity.
• Certify that the project has been constructed in conformance with applicable standards and specifications.
• Follow up on an offer with candidates by completing employment reference checks, verifying professional licensure and/or educational credentials, a motor vehicle report (MVR), and a comprehensive background check.

Requirements

• Be a Licensed Professional Engineer or capable of being licensed in the Commonwealth of Virginia.
• Have Construction Management and Highway Construction/Infrastructure projects experience, including but not limited to; inspection; testing; systems integration; power and communication.
• Have 10+ years of related experience, 3 - 4 years project related experience and knowledge of applicable federal, state, and local laws and regulations required.
• Possess excellent communications skills and the ability to identify and communicate - orally and in writing - with a wide range of stakeholders including contractors, VDOT personnel, government officials, inspectors, and the public.
• Possess a driver's license and the ability to commute to projects when required.
• Possess a working knowledge of the current software programs utilized in the industry.

Qualifications

• Have 2 years coordination/supervisory experience.

Skills

• Excellent communications skills.
• Ability to identify and communicate - orally and in writing - with a wide range of stakeholders including contractors, VDOT personnel, government officials, inspectors, and the public.
• Driver's license.
• Working knowledge of current software programs utilized in the industry.

Pay

The salary range for this position is $75,000 - $100,000 annually.

Schedule

The schedule for this position is full-time.
