About the role
Kleinfelder, a Forbes' Top Employer for Engineers in North America, is seeking a Quality Assurance Manager (QAM) with experience in Highway Construction Management primarily in the Design-Build arena. The QAM is responsible for managing the QA program, reporting directly to the Design-Build Project Manager (DBPM), and overseeing the Quality Assurance (QA) and Quality Control (QC) processes.
Responsibilities
- Manage the QA program to independently monitor the QC process by examining QC data and providing independent proof of sampling, testing, and inspection records in accordance with relevant contract documents.
- Report directly to the DBPM and oversee the compliance and adherence to the established Quality Management Plan (QMP).
- Coordinate and manage internal and external audits of the quality processes, including but not limited to designers, design sub-consultants, contractors, sub-contractors, and suppliers.
- Lead and direct project Design-Build Quality Assurance efforts in accordance with VDOT's Minimum Requirements for Quality Assurance and Quality Control on Design-Build and P3 Projects.
- Develop and publish project QA/QC Plans.
- Conduct audits, inspections, and tests to validate the QC Plan.
- Manage and coordinate QC & QA materials testing.
- Prepare the project materials notebook in accordance with VDOT requirements.
- Maintain and coordinate appropriate staff for observation and inspection of work.
- Document QA activities and ensure that QC documentation meets appropriate standards.
- Affirm that the project has been constructed in conformance with applicable standards and specifications.
- Certify that the work shown on contractor's monthly pay application is complete and meets relevant contract requirements.
- Affirm that offsite plant inspections are performed by the appropriate entity.
- Certify that the project has been constructed in conformance with applicable standards and specifications.
- Follow up on non-conformities affecting the quality of products.
- Prepare Non-Conformance Reports when necessary and make recommendations for resolution.
Requirements
- Be a Licensed Professional Engineer or capable of being licensed in the Commonwealth of Virginia.
- Have Construction Management and Highway Construction/Infrastructure projects experience, including but not limited to inspection, testing, systems integration, power and communication.
- Have 10+ years of related experience, 3 - 4 years project-related experience and knowledge of applicable federal, state, and local laws and regulations.
- Have a minimum of 2 years coordination/supervisory experience.
- Possess excellent communications skills and the ability to identify and communicate - orally and in writing - with a wide range of stakeholders including contractors, VDOT personnel, government officials, inspectors, and the public.
- Possess a driver's license and the ability to commute to projects when required.
- Possess a working knowledge of the current software programs utilized in the industry.
Qualifications
- Have a Bachelor's degree in Engineering, Construction Management, or a related field.
- Have a minimum of 10 years of related experience, 3 - 4 years project-related experience and knowledge of applicable federal, state, and local laws and regulations.
- Have a minimum of 2 years coordination/supervisory experience.
- Have a minimum of 3 years of experience in highway construction management.
- Have experience in Design-Build projects.
- Have experience in inspection, testing, systems integration, power and communication.
