About the role

This position is the managerial level of work planning, developing, implementing, maintaining and evaluating a health records program for a State facility or local health department. It directly supervises Health Records Technician Supervisors and indirectly supervises all staff assigned to the program, receiving managerial supervision from a designated higher‑level health administrator. Positions in this classification are evaluated using the classification job evaluation methodology, which compares assigned duties and responsibilities to the job criteria in the class specification. This role is responsible for planning, developing and administering a health records program and has supervisory responsibility for Health Records Technician Supervisors, distinguishing it from the Health Records Program Supervisor role that supervises lower‑level Health Records Technicians.

Responsibilities

  • Plan, develop, implement, maintain, and evaluate a health records program for a State facility or local health department.
  • Directly supervise Health Records Technician Supervisors.
  • Indirectly supervise all staff assigned to the health records program.
  • Receive managerial supervision from a designated higher‑level health administrator.
  • Participate in position evaluation using the classification job evaluation methodology.

Requirements

  • Education: Associate of Arts degree in Medical Records Sciences from an accredited college or university.
  • Experience: Five years of experience compiling and maintaining health records, including one year of supervisory responsibility.
  • Substitutions allowed:
    • Current registration as a Registered Health Information Administrator (RHIA) or Registered Health Information Technician (RHIT) by AHIMA may substitute for the required education.
    • Two years of experience supervising employees engaged in health records processing and maintenance in a health care facility may substitute for the required education.
    • U.S. Armed Forces military service at the rank of Corporal/Petty Officer or higher as a non‑commissioned officer in Medical Record classifications, Patient Administration Specialists, or Health Services Management specialty codes may substitute on a year‑for‑year basis for the required experience.

Qualifications

Desired or preferred qualifications:

  • Experience with healthcare laws and standards, including HIPAA, CMS guidelines, and The Joint Commission (TJC).
  • Experience in leadership, strategic problem‑solving, budgeting, and cross‑departmental communication skills to manage a large, matrixed healthcare team.
