About the role

The HCD Community Program Administrator II (Portfolio Manager) monitors, evaluates, and analyzes the performance of multi-family properties to ensure regulatory compliance with DHCD loan documents. The role involves reviewing the financial, administrative, and physical condition of assets, advising supervisors of issues, and assisting owners and property managers in implementing solutions. This position requires travel throughout Maryland to conduct physical inspections.

Responsibilities

• Monitor, evaluate, and analyze performance of multi-family properties for compliance with DHCD loan documents.
• Review financial, administrative, and physical conditions of assets.
• Advise supervisors of problems and assist owners/property managers in implementing solutions.
• Conduct physical inspections of properties across Maryland.

Requirements

• A Bachelor’s degree from an accredited college or university.
• Five years of administrative or professional experience, including two years in financing or providing technical assistance for development/rehabilitation of multi-family or single-family housing, neighborhood revitalization, business development, community infrastructure, or historic preservation programs.

• Additional administrative or professional experience may substitute for education on a year-for-year basis.
• Additional job-related education (30 credit hours) may substitute for up to two years of experience.
• U.S. Armed Forces military service as a commissioned officer in relevant fields may substitute for experience and education.

Preferred Qualifications

• Experience reviewing financial audits, operating statements, and budgets.
• Experience performing physical inspections of multi-family properties.
• Experience conducting compliance reviews and property file reviews for multi-family properties.
• Experience monitoring affordable housing compliance, including Low-Income Housing Tax Credit, HOME, and Section 8 programs.

Licenses and Certifications

• Employees may be required to operate a motor vehicle and must possess a valid Maryland driver’s license.

Pay

This position offers a salary range of $76,608.00 – $86,274.00 per year, with potential advancement up to $120,814.00 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, typically not exceeding $86,274.00 per year.
