This position supports the NYS Tax Modernization Program, a multi-project initiative to modernize legacy systems within the NYS Department of Taxation and Finance, which manages billions in state revenue. Key modernization areas include Collections and Accounts Receivable, Taxpayer Accounting, and Withholding Tax Returns Processing.

Responsibilities

• Obtain business requirements to develop automated applications that meet business priorities.
• Provide lead programming duties for tax-related applications.
• Develop and mentor staff using technologies such as J2EE, Spring, JSON, JavaScript, and JDBC.
• Develop and review detailed documentation for system and program change requirements, including specifications documents.
• Assist and provide guidance through all phases of the project management life cycle.
• Develop unit test plans based on coding changes and user specifications; conduct unit testing and debugging in the development environment.
• Coordinate the migration of code changes (programs, procedures, etc.) from development to user test environments.
• Assist team members using distributed technologies including Java, DB2, XML, and XQuery; ensure proper training and mentorship.
• Provide support for defect and issue resolution, addressing them promptly based on priority.
• Facilitate and participate in meetings with ITS and DTF customers.
• Communicate verbally and in writing with DTF management, users, ITS management, and team members.

Qualifications

• Expert-level Software Architect with 84+ months of experience making high-level design choices, dictating technical standards (coding, tools, platforms), and designing multi-leveled architecture or component interactions for large-scale software systems.
• 84 months of experience with J2EE technologies including EJB, JDBC, JSP, and XML.
• 84 months of experience with Java programming in an IBM development environment using IBM Rational Application Developer (RAD) and deploying to WebSphere Application Server (WAS).
• 84 months of IBM DB2 experience, including work with DB2 databases and XML schemas (definition, querying, and automated generation).
• 60 months of experience in performance tuning applications interacting with databases.
• 60 months of experience with IBM MQSeries.
• 60 months of experience in an organization involving technical design, development, maintenance, and end-user support of complex systems.
