About the Role

This Software Analyst position supports continued analysis, development, and maintenance efforts for the NYWIC Data Mart. The NYWIC (New York Women, Infants, and Children) system is a statewide application that administers New York’s WIC nutrition program, providing nutritional assistance and health services to eligible women, infants, and children. The DataMart team is responsible for the design, development, and ongoing maintenance of the enterprise data warehouse and reporting layer supporting the NYWIC application.

The team includes Business Analysts, Data Modelers, Informatica Developers, and OBIEE Developers who collaborate to deliver and sustain data solutions. The team continuously implements enhancements and updates to the DataMart as the core application evolves, ensuring accurate, reliable, and timely reporting for business users, program administrators, and regulatory stakeholders.

Responsibilities

  • Act as a liaison among stakeholders, including business owners and subject matter experts, to elicit, document, and communicate business and functional requirements for new reports, extracts, or enhancements to existing reports.
  • Conduct data analysis of business processes, existing systems, documentation, and user needs to document user and functional requirements, ensuring data availability in the DataMart and OBIEE to meet reporting needs.
  • Create and maintain business documentation (Business Requirement Documents, use cases, swim lanes, process documentation) detailing Business Intelligence reporting requirements and deliverables for OBIEE reports, dashboards, and ad hoc tools.
  • Create and maintain functional/technical documentation and other business/system documentation as required.
  • Work closely with the Data Warehouse and Business Intelligence technical team to communicate business requirements for the development of logical and physical dimensional data models and document functional requirements.
  • Collaborate with data modelers, ETL developers, programmers, and business owners to translate report requirements, clarify business rules, prioritize development, obtain signoff, and ensure successful delivery of accurate end-user reporting requirements.
  • Provide Level 2 support for existing DataMart reports: review incoming incidents, analyze and troubleshoot reported issues, and triage tickets to other team members as needed. Update tickets based on progress, provide instructions to users, and document resolutions.
  • Review new Service Requests assigned to the team, perform preliminary analysis, and work with the team to capture high-level requirements and prepare estimates.
  • Work with business subject matter experts and the technical team to understand changes to the source data application, analyze and document the impact on the DataMart and OBIEE, and prepare impact analysis documents.
  • Create and execute test scripts, scenarios, and test plans to validate business requirements and report output through DEV, QA, and PROD migrations for accuracy and sign off on deliverables.
  • Facilitate and document meetings, including requirements discussions and bi-weekly touchpoints with business and technical teams.
  • Assist in providing training and end-user support for DOH/NYWIC staff utilizing the OBIEE Analytics tool.
  • Provide backup support for other team members as needed.
  • Follow enterprise, cluster-level, department-level, and division-level directives, best practices, standards, and methodologies as appropriate or requested.

Qualifications

Mandatory Qualifications:

  • 84+ months of experience as a Software Analyst, including studying the software application domain, preparing software requirements and specification documents, and liaising between software users and developers.
  • Skills include working knowledge of software technology, computer programming experience, general business knowledge, problem-solving skills, interpersonal skills, flexibility, and adaptability.

Requested Qualifications:

  • 84 months of experience analyzing and documenting complex business requirements, business rules, and functional requirements, including creating Business Requirements Documents (BRDs), report mockups, process flows, and functional/technical specifications.
  • 84 months of experience leading meetings with business staff/subject matter experts to elicit, document, and validate business requirements.
  • 60 months of experience using SQL for analysis, report development, and testing.
  • 60 months of experience providing production support for OBIEE/Oracle reports, addressing incoming incidents, and working with business staff, end users, or technical staff to analyze and document resolutions.
  • 48 months of experience eliciting and documenting requirements for data import/export processes, including business and functional requirements, data validations, file processing requirements, and exception handling.
  • 36 months of experience with MS Office, Visio, SharePoint, and other tools for creating and maintaining project documentation, including technical documentation and user guides/training presentations.
  • 36 months of experience identifying testing scenarios, creating test cases, and performing testing to validate OBIEE reports, extracts, or DataMart ETL, and documenting defects using HP Quality Center or similar tools.
  • 36 months of experience leading team meetings and tracking discussion/status of team assignments using MS Teams, Planner, or similar tools.
  • 36 months of experience using OBIEE (Oracle Business Intelligence Enterprise Edition) 11g (or higher) Business Intelligence Dashboards or other business intelligence tools, including end-user experience.
  • Bachelor’s Degree in an Information Technology-related field from an accredited institution.
