Grant Reviewer; Title I, Part C Migrant Education Program (Principal Consultant #497)

Anticipated starting salary range: $64,322 - $81,284 (full range $64,322 - $109,467)

Office hours: Monday – Friday, 8:00 a.m. – 5:00 p.m.

About the role

Reporting to the Supervisor, performs duties related primarily to services for school districts and other organizations with Title I, Part C Migrant Education Programs. Supports districts in meeting the needs of language minority students, provides technical assistance to school and program staff, and reviews programs for compliance with state and federal laws, rules, and regulations. Assists management in administering assigned programs, participates in or organizes department meetings, and prepares reports, correspondence, and other documents.

Responsibilities

• Coordinates and implements the Title I Migrant Education Program.
• Reviews and approves grant applications, plans, program delivery reports, amendments, and other evaluations submitted by districts.
• Monitors programs for compliance with statutory and regulatory provisions.
• Prepares reports and/or correspondence for Agency management on all aspects of these programs.
• Assists in developing applications and implementing federal or state-funded programs to ensure effectiveness.
• Ensures school and district compliance with programmatic and fiscal regulations related to laws and grants, including Title III and EL-EBF.
• Provides technical assistance to the field consistent with best practices and applicable rules, regulations, and laws for English learners.
• Assists district staff in implementing programs consistent with best practices and legal provisions.
• Supports compliance monitoring protocols for state and federal legal guidance, rules, and laws applicable to English learners and immigrant students.
• Provides support and technical assistance to schools and districts in implementing required state and federal legal guidance for English learners and immigrant students.
• Works with external stakeholders as required.
• Participates in department, center, and Agency cross-functional teams as designated by management.
• Performs other duties as assigned.

Requirements

• Master’s degree, or Bachelor’s degree plus two years of relevant professional experience. (Copy of transcripts required at time of application.)
• Coursework in Bilingual Education, English as a Second Language, World Language, or Applied Linguistics. (Copy of transcripts required at time of application.)
• Two years of experience (in addition to education requirements) working in education, preferably in schools, Local Education Agencies, or State Education Agencies.
• Experience with English learners, bilingual programs, dual language programs, linguistics, migrant education programming, and/or world language programs.
• Experience with writing or administering grants.
• Basic computer knowledge.
• Knowledge of law or grants.
• Familiarity with grant procedures (e.g., application, implementation, monitoring, technical assistance).
• Proficiency in a language other than standard English.

Preferred Qualifications

• Master’s degree in Education.
• Degree in Bilingual Education, English as a Second Language, World Language, Education Policy, Public Policy, or Applied Linguistics.
• Experience as an educator or administrator.
• Experience with Title I, Part C Migrant Education Programming.
• Experience with budgets.
• Experience with developing and/or presenting professional development.
• Knowledge of strategic planning, research methodologies, organizational development, and/or adult/student learning.
• Knowledge of conducting research and/or data analysis.
• Knowledge of Title I, Part C and/or Title III, Part A of the Elementary and Secondary Education Act and other federal and state legislation impacting culturally and linguistically diverse learners.
