Specific Responsibilities
- Facilitate procurement of goods and services for the Bureau using MFMP tools or purchasing Card in accordance with State and DOH procurement policies and procedures.
- Develop procurement solicitation documents consistent with State and DOH standards.
- Serve as a buyer for My Florida Market Place and manage a commodities Purchasing Card.
- Ensure proper receipt of items in the supporting systems and resolve discrepancies with supporting department offices and vendors.
- Review encumbrances from SharePoint of their own Purchase Orders and reconcile to PO balance sheets.
- Track P-Card purchases and timely approve charges in WORKS at both the Accountholder and Accountant level, verifying accuracy of required state accounting information.
- Reconcile the monthly p-card report and maintain all related files for audit purposes.
- Process vendor invoices; research vendor payments in MFMP, FIS, and FLAIR; maintain accurate accounting ledgers to reflect specific vendor payment activity; resolve discrepancies related to invoices.
- Process special payments such as Utility payments made through the Axiom Pro system.
- If required, serve as a contract manager as per Section 287.057 (14), Florida Statutes. Develop contract documents, execute, monitor, and pay invoices for contracts.
- Review Invoices for payment within 3 days of receipt and paid within 5 days of being deemed acceptable.
- Reconcile the encumbrances from SharePoint of his or her contracts and resolve discrepancies immediately.
- Plan and coordinate monitoring activities, seek approval of intended plans from supervisor, and coordinate with assigned provider contacts.
- Listed on the 3-Deep ESF8 roster as a Procurement Specialist under the Finance and Administration Section, Procurement Unit Leader, for ESF8 events and exercises.
Qualifications
- Willing to work before, during, and/or beyond normal work hours or days in the event of an emergency.
- Willing to physically come into the office to perform the duties & responsibilities of the positions.
- Able to work independently.
- Authorized to work in the United States without employer sponsorship.
