GIS Technical Specialist- Flexible Location

Location is flexible within the PG&E Service Territory; the hiring leader will determine the appropriate headquarters based on business need. This position is hybrid, requiring work from both a remote office and an assigned work location within the PG&E Service Territory.

About the role

The Gas Operations Asset Knowledge Management (AKM) organization enables risk-informed, data-driven decision-making by leveraging and improving records/data, managing and integrating data systems, and deploying strategic technology solutions. The role provides GIS and database support for risk management duties, responds to technical queries, and supports the preparation of annual regulatory reports. The position also contributes to the company’s initiative to shift to the next-generation GIS.

Travel is expected to be approximately 10% of the work schedule, primarily for project meetings or all-hands gatherings at the Oakland General Office, Bishop Ranch Building Z (or Pleasanton), or San Ramon Valley Conference Center.

Responsibilities

• Provide user support with GIS tools and functionality.
• Gather, integrate, and convert data from various sources into ArcGIS databases.
• Develop and perform data gathering, integration, and quality control procedures for geospatial data; interface with data source systems to resolve issues.
• Respond to requests for GIS queries or maps for special projects.
• Create and update metadata and catalog GIS layers, including documenting workflow procedures for staff using GIS in the office and field.
• Develop and refresh GIS data for PG&E’s external GIS websites and public outreach programs.
• Support the preparation of annual reports to FERC (Federal Energy Regulatory Commission), SEC (Security and Exchange Commission), OPS (Office of Pipeline Safety), and CPUC (California Public Utilities Commission).
• Support enterprise GIS data modeling, data capture initiatives, and software functionality review.
• Assess and coordinate GIS software and hardware needs of the department; evaluate new GIS software and databases.
• Work collaboratively with other work groups and vendors, troubleshoot issues, and produce technical communication.
• Identify opportunities for improvement in workflows, share expertise, and apply lessons learned.
• Demonstrate a 100% commitment to employee and public safety; accurately identify Safety Critical Elements.
• Provide integrity assurance input to the Integrity Management Program group.

Requirements

• Bachelor’s Degree or equivalent relevant experience.
• 3 years of experience with GIS applications.
• 1 year of experience in ArcGIS 9.x or later.

Qualifications

• Utility or Pipeline industry experience.
• 1 year of experience in ArcGIS Pro 2.9 or later.
• ESRI field app development experience.
• Utility Network data model experience.
• Certified GIS Professional.
• Gas Distribution or Transmission Experience.
• Integrity Management and Risk Management experience.
• Knowledge of 49 CFR Part 192.
• Knowledge of PHMSA Advanced Notice of Proposed Rulemaking (ANPRM) [Docket No. PHMSA-2011-0023], "Pipeline Safety: Safety of Gas Transmission Pipelines".
• Proficiency in Microsoft Outlook, Word, and Excel.
• Proficiency in Microsoft Access, Oracle, or SQL server databases.
• Proficiency in a programming language such as Shell script, Python, Java, and/or Visual Basic.
• Safety record demonstrating safety as a priority for self and team.

Pay

A reasonable salary range is:

• Bay Area Minimum: $93,000
• Bay Area Maximum: $139,000
• California Minimum: $88,000
• California Maximum: $132,000

The actual salary will be based on factors including skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. This position is also eligible to participate in PG&E’s discretionary incentive compensation programs.
