Position Summary
The GBV Coordinator is responsible for leading and coordinating all gender-based violence prevention and response activities under a funded healthcare project in Gaza. The position ensures safe, ethical, and survivor-centered GBV services, including case management, community awareness, and referral systems. The GBV Coordinator will provide technical leadership, oversee program implementation, and strengthen local capacity for GBV prevention and response in a complex humanitarian context.
Principal Responsibilities
Strategic Leadership & Program Quality
- Support the development of a GBV program culture that reflects Project HOPE’s humanitarian values, promotes accountability, and ensures high-quality, ethical service delivery.
- Provide technical leadership on GBV prevention, response, and risk mitigation strategies.
- Act as a key technical advisor to program and operations leadership on GBV programming and service delivery models.
- Ensure coordination and collaboration with local authorities, GBV clusters, protection actors, and partner organizations.
- Contribute to organizational objectives through participation in strategy development, policy formulation, and technical guidance.
Program Planning & Implementation
- Lead the planning, implementation, and supervision of GBV activities in Gaza in line with project objectives and donor requirements.
- Develop GBV workplans, activity schedules, and staffing plans in coordination with program teams.
- Ensure appropriate case management, referral pathways, and survivor support systems are in place.
- Maintain effective systems for confidential survivor records and data management.
- Lead GBV assessments, monitoring visits, and quality improvement initiatives.
- Support donor monitoring visits and external evaluations related to GBV activities.
- Build capacity of GBV staff through training, mentoring, and supportive supervision.
Technical Oversight, Reporting & Compliance
- Oversee GBV services to ensure compliance with Project HOPE guidelines, donor requirements, and national GBV policies.
- Ensure accurate and timely reporting on GBV activities to Gaza leadership, headquarters, and donors.
- Support on budget management, follow-up, and financial monitoring related to project.
- Provide technical guidance and support to the Logistics and Procurement department in procuring materials.
- Responsible for reporting, and contribute on proposal development.
- Support all MEAL procedures, including, Data management, need assessment, PMTs and other tasks.
- Contribute to procurements plans for the GBV program.
Staff Management & Development
- Ensure appropriate staffing levels and technical competencies within the GBV team.
- Lead and mentor case managers, social workers, counselors, and community outreach staff, setting clear expectations and monitoring performance.
- Support recruitment, onboarding, and professional development of GBV personnel.
- Manage staff performance through measurable objectives, continuous feedback, and fair evaluations.
- Promote teamwork, accountability, and continuous learning within the GBV function.
Risk Management & Safeguarding
- Support Gaza leadership in applying a risk management approach to GBV programming.
- Identify programmatic, ethical, and operational risks related to GBV services and ensure mitigation measures are implemented.
- Ensure safeguarding, protection, and confidentiality standards are strictly followed in all GBV interventions.
- Maintain and regularly update GBV risk registers and incident reporting mechanisms.
- Ensure all activities are survivor-centered and guided by humanitarian principles and ethical standards.
Minimum Qualifications
- Bachelor’s degree in Social Work, Psychology, Gender Studies, or a related field; Master’s degree preferred.
- Minimum 3–7 years of progressive experience in GBV prevention and response programming, preferably in humanitarian or emergency contexts.
- Strong technical knowledge of case management, community-based GBV interventions, and referral systems.
- Demonstrated experience managing GBV teams and supervising service delivery.
- Strong knowledge of PSEA and safeguarding policies, procedures, and reporting mechanisms in line with national and international standards.
- Knowledgeable in and experience following IASC Guidelines on GBV in Emergencies and international best practices on the integration of GBV into primary health care settings.
- Demonstrable technical expertise in the assessment, design, and delivery of responses to GBV programs.
- Training experience required; capacity and proven track record in national staff and capacity-building.
- Strong organizational and supervisory skills.
- Experience in managing GBV focused and non-focused group activities.
- Experience in working with community leaders and community committees required.
