Foreign Clearance Program SME

Responsibilities

• Serve as on-site Foreign Clearance Program (FCP) SME and Government primary point of contact, providing overall guidance on FCP requirements.
• Ensure compliance with USG policies on aviation fees, aircraft and personnel clearance procedures, and international sovereignty considerations.
• Advises on passport, visa, and entry/overflight requirements for DoD and DoD-sponsored personnel deploying overseas.
• Provide historical background and analysis of current and future foreign clearance issues to support HAF/A10 P FCP decision-making.
• Prepare written FCP policy/procedure documentation and develop briefings for internal and interagency audiences.
• Represent and discuss USG FCP policy with Air Force, DoD, U.S. Embassies, and non-governmental organizations in interagency forums.
• Respond to Government inquiries, resolve problems, and address concerns across the full spectrum of FCP issues.

Qualifications

• Minimum Experience: Citizenship: Must be a US citizen; Clearance: Must have and be able to maintain TS/SCI level clearance; Education: Bachelor's degree; Years of Experience: Twelve (12) years of experience in the respective technical/professional discipline, including five (5) years of DoD experience.
• Additional Experience: Experience evaluating and interpreting DoD FCG information; Experience determining entry requirements for foreign countries; Knowledge of international sovereignty issues; Knowledge of AF foreign military and operating rights; Knowledge of international civil aviation issues; Knowledge of USAF special weapons overflight issues; Knowledge of AF freedom of navigation issues; Experience in planning, directing, and managing complex projects.
• Preferred Qualifications: Education: Master's degree; Years of Experience: Ten (10) years of experience in the respective technical/professional discipline, including five (5) years of DoD experience.
