About the role

The Macomb County Finance Department is seeking a Fiscal Services Coordinator to support two essential areas of our financial operations: Budget Services and Accounting Services. This position plays a vital role in ensuring the County’s fiscal responsibility, long-term financial stability, and commitment to transparent public service.

Responsibilities

  • Prepares, analyzes, and presents complex financial reports and briefing materials for internal management, executive leadership, governing bodies, and external stakeholders, including government entities and grantors, to support strategic decision-making.

  • Performs high-level balance sheet reconciliations, including bank accounts and interfund transactions; identifies and resolves discrepancies.

  • Safeguards cost allocation methodologies and ensures they are accurately maintained and aligned with regulatory requirements.

  • Supports ERP system configuration, financial reporting, and budget monitoring tools while leading process improvements through automation, documentation, and system enhancements to improve efficiency and data accuracy.

  • Captures and consolidates departmental submissions for the annual budget development process, reviews for accuracy and policy compliance, and coordinates the process.

  • Assists departments in developing and revising budgets, analyzes budget-to-actual variances, and evaluates the fiscal impact of policy decisions, program changes, and new initiatives.

  • Serves as a technical resource to stakeholders while providing guidance on budgeting, accounting, and financial reporting.

  • Coordinates and reviews work products for accuracy, policy compliance, and alignment with County financial guidelines.

  • Supports financial administration of grants, including budgeting, expenditure tracking, reporting, and compliance with federal, state, and local requirements, including Uniform Guidance (2 CFR 200).

  • Evaluates accounting policies and procedures to reflect changes in business conditions, processes, and accounting guidance.

  • Provides training, guidance, and technical support to Finance staff and County departments, promoting cross-functional collaboration and consistent application of financial policies and procedures.

  • Operates an automobile to perform assigned job functions.

Requirements

  • Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration or related field.

  • Five (5) years of finance and/or accounting experience; or three (3) years of experience in a government or non-profit accounting setting.

  • Experience in financial analysis, grants compliance, or budget forecasting.

Qualifications

  • Preferred: Previous financial project management experience, ERP or Human Capital Management (HCM) systems, Governmental Capital Improvement Plan Management Experience.

  • Preferred: Possession of a valid Michigan driver's license and operable, insured automobile for authorized travel.

  • Preferred: Certified Government Financial Manager (CGFM), Certified Public Accountant (CPA), Certified Public Finance Officer (CPFO), Certified Internal Auditor (CIA).

  • Knowledge of Microsoft Office applications, including Excel and accounting information systems, ERP or HCM systems, such as Workday, Budgeting, auditing, and financial analysis, Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) statements, Government Finance Officers Association (GFOA) best practices, Federal, state, and local grant financial administration, 2 CFR 200 - Uniform Guidance administrative requirements, cost principles, and audit requirements for federal awards, Financial analysis and reconciliation, Grant reporting procedures, Tools for long-range planning, statistical analysis, and trend modeling, Government budgeting, labor contracts, and grants that operate under statutory or administrative rules, Government budget policies.

  • Skills in interpersonal skills to develop and maintain effective working relationships, Performing a variety of duties, often changing from one task to another of a different nature, Aligning departmental budgets and initiatives with organizational goals and priorities, Preparing and analyzing various reports, Creating PivotTables, VLOOKUP, and using Excel formulas, Assigning, prioritizing, monitoring and reviewing work assignments, Budgeting and financial planning, Fiscal impact modeling, ERP financial reporting, Data visualization tools.

  • Ability to analyze and evaluate financial information, Make recommendations on complex issues, Research federal grant expenditure eligibility, Work in an environment which embraces the county’s Dignity Campaign, Effectively speak, write, and understand English, Effectively speak, write, and understand a language other than English is preferred, Understand and carry out oral and/or written instructions, Accurately organize and maintain paper documents and electronic files, Maintain the confidentiality of information, Work independently with minimal guidance, Monitor department’s budgets, Run financial analysis, Coordinate budget submissions, Ensure data accuracy.

Pay

$80,536.93 - $104,167.78

Schedule

Full-time (37.5 hours per week) position. The starting time for this position is 8:00 a.m. – 4:30 p.m.
