FISCAL OFFICER II
About the role
The Fiscal Officer II position oversees a large staff in the operation of a complex accounting program and has significant financial responsibility. This role also includes major substantive non-accounting financial or budgetary responsibility in a department or institution with an annual budget exceeding $50,000,000.
Responsibilities
- Plans, assigns, directs, and evaluates the work of the accounting, cashiering, supply, payroll, statistical, data processing, and other staff or service activities of a department.
- Has major financial responsibility involving supervision of an active collection program, making recommendations concerning the management and investment of large funds, preparation of highly technical financial analysis and projections, or negotiation and administration of revenue producing agreements.
- May have major substantive responsibility for the formulation, analysis, and negotiation of departmental operating and program budgets.
- Advises and consults with management concerning the accounting and financial implications of existing and projected departmental operations.
- Supervises or personally conducts cost, revenue, and accounting systems and procedures studies; writes reports of findings; and secures approval for implementation of recommendations from departmental administration and the Auditor-Controller when necessary.
- Analyzes and interprets accounting provisions of laws and regulations and recommends steps for their implementation.
- Coincides the work of subordinate accounting, financial, and other activities with other divisions, departments, and clientele.
- Acts as immediate overall assistant to a higher-level fiscal officer.
Requirements
- Completion of twenty-one (21) semester units or thirty-two (32) quarter units in accounting including at least two courses in cost accounting, governmental accounting, or auditing in an accredited college.
- - Option I: One (1) year of highly responsible fiscal administrative experience at the level of Fiscal Officer I. - Option II: Two (2) years' supervisory accounting experience at the level of an Accounting Officer II.
- Additional credit will be given to applicants that possess the following desirable qualifications:
- Additional experience in excess of the qualifying requirement.
- Bachelor's degree in accounting from an accredited institution.
