About the role

Western State Hospital (WSH), part of the Virginia Department of Behavioral Health and Developmental Services (DBHDS), is a 302-bed Joint Commission/CMS-accredited psychiatric facility located in the Shenandoah Valley. The hospital serves adults with serious mental health needs and is nationally recognized for its Psychosocial Rehabilitation “Learning” programs.

This full-time Financial Manager I (Financial Services Manager I) manages cashiering, special disbursement, accounts payable, and general ledger functions for WSH and the Commonwealth Center for Children and Adolescents (CCCA). The role reports to the CFO and supervises supporting staff.

Responsibilities

• Provide support and supervision to employees responsible for cash receipts, cash disbursements, and recording of financial transactions for the hospital and state
• Ensure performance planning and evaluation requirements are met; complete evaluations by established deadlines with proper documentation
• Address and document performance issues as they occur
• Ensure financial transaction accuracy and completeness in Oracle and Cardinal on a periodic basis throughout the month
• Review CAPP manual for assigned areas; assist CFO in ensuring compliance with testing and evaluating internal controls as directed
• Review Daily Cardinal Query Reports, GL Journal Inquiry by Chart of Accounts, Vouchers and GL journals not posted, etc.; take actions as necessary to record transactions
• Maintain ARMICS Manual for cash receipting and cash disbursements
• Coordinate Oracle upgrades, processing problems, testing, etc., for the hospital and region with Central office liaison
• Assist CFO in developing and implementing fiscal policy and procedures
• Prepare financial statements and ensure financial transactions are recorded in compliance with governing regulations and fiscal statutory regulations
• Schedule workload to ensure financial payment and eVA procurement transactions are processed, approved, accurately recorded, and timely within established guidelines

Qualifications

Minimum Qualifications

• Graduation from a college or university with a business degree, or an equivalent combination of training or experience indicating the ability to perform the functions of this position
• Substantial experience in accounting, often gained through hospital, government, or private sector accounting experience
• Supervisory experience with ability to supervise, train, and direct the work of supporting staff and adapt to a changing environment
• High level of accounting knowledge and experience to handle the assortment of accounting tasks
• Significant experience in analyzing and processing data in automated accounting systems
• Ability to identify variances; perform completeness checks; research and resolve exceptions; compile and assemble financial data for reporting; work independently; and give appropriate feedback based on State, Federal, and Hospital policy
• Proficient in using MS Office products (Word, Excel, Access, Outlook, etc.)

Additional Considerations

• Experience with Commonwealth of Virginia statewide financial procedures and policies, Cardinal, DBHDS Oracle
• Focused experience in one or more of the following areas: accounts payable, revenue, accounts receivable, general ledger, inventory, patient funds
• Experience with accounting system implementations and upgrades or other data-driven implementations such as timekeeping
• Professional licensure such as CPA, CGFM, CIA, or audit experience is a plus
• Bilingual
• Veteran or veteran spouse

Pay

Hiring range: $76,838 to $106,036 (Pay Band 5)
