FINANCIAL ANALYST MANAGER 4
About the role
The Associate Vice Chancellor of Budget and Planning provides campus-wide leadership and strategic planning in the areas of budget, finance, enrollment, capital planning, and management of the campus operating and capital budgets. The role also supports the Chancellor, Provost / Executive Vice Chancellor, and Chief Financial Officer/Vice Chancellor, Finance and Resource Management.
Responsibilities
Provide leadership, management, and professional development for the Office of Budget and Planning, Capital & Physical Planning, Institutional Research, and Planning & Analysis.
Manage a team of professional and managerial staff and their direct reports who are responsible for the management of campus resources (including assessment and analysis of the use of these resources), for academic, budgetary, capital, and enrollment planning.
Maintain oversight and control of campus operating and capital budgets and academic and capital planning.
Develop comprehensive financing packages for the campus, working in conjunction with the UC Office of the President's Chief Financial Officer units.
Create and communicate a persuasive and complete ongoing narrative about the fiscal health of the campus and options for addressing concerns.
Support the Chief Financial Officer, Finance and Resource Management, in preparing materials (presentations, background material, analyses and projections) for the Chancellor and senior officers.
Organize information to inform campus leaders of budget, enrollment, and financial status, trends, forecasts, and performance with clarity and multiple means of communication.
Communicate with the Chancellor and the Chief Financial Officer, regarding budgetary, policy, and all relevant matters.
Requirements
Bachelor's degree or equivalent combination of education and experience.
10+ years’ experience in financial field.
10+ years’ experience in higher education budget or finance environment; strong preference for University of California experience.
Experience in aligning resources with goals in environments of competitive demands for limited resources.
Experience understanding, establishing, implementing, and maintaining information to influence senior managers and professional staff in their decision-making or to support all operations of a large enterprise.
Experience working with others to establish policies, programs, and procedures and to arrive jointly at solutions to complex challenges.
Qualifications
Master's Degree preferred.

Pay
The budgeted salary range that the University reasonably expects to pay for this position is $196,100 to $310,000/year. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University.
