We need to output HTML fragment with sections: headings

for sections like About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule. Use
  • for any list of duties/requirements/benefits, and

for prose. Do NOT repeat job title as heading. Do NOT put Job ID/requisition numbers as headings — fold minor metadata into short

or drop it. Preserve ALL substantive information; do NOT invent or summarize away detail. Remove cookie/navigation/legal/EEO/equal-opportunity/scam-warning boilerplate, duplicated lines, and application instructions. IMPORTANT: include a section ONLY when the posting has real, specific content for it — never emit a heading followed by filler/placeholder text (e.g. "commensurate with experience", "not specified", "N/A", "varies", "TBD") and never create Pay/Schedule/Benefits sections unless the posting actually states them. Prefer a few substantive sections over many thin ones. We need to extract substantive info: - FT/PT Status – Full-Time - Benefits Eligibility – This position is eligible for a full benefits package. - Salary – $25.65 - $30.75 Hourly Wage - Remote Work / In-Office – Hybrid - Recruiter – Niccole Johnson | niccolejohnson@utah.gov | 801-538-3956 - Application Deadline – 9/20/2026* (but we should drop application instructions? The instruction says remove application instructions. The deadline is part of application instructions? Probably we should drop it as it's application instruction. The note: "This job posting may close at any time after the minimum advertising period..." also application instruction. So we drop those lines. - Key Responsibilities (list) - Day-to-day Responsibilities Of This Position (list) - Qualifications (minimum or day-one qualifications list) - Preferred Or Trainable/on-the-job Qualifications (list) - Supplemental Information (some details: relocation requirement, remote/hybrid note, risks, physical demands, DHRM rules) - About The Role (Location – address, Background Check Required, Drug Test Required, Schedule Code – B - Competitive Career Service) - Why You Should Join Our Team (Benefits description) - The Agency (description) - EEO Statement (should be removed as boilerplate) - Also "Supplemental Information" includes some specifics: Effective July 1, 2021, State of Utah Employees must either reside in Utah or be in the process of relocating to within 30 days of their start date. Please note, a position's eligibility for remote and/or hybrid work is established by agency management and is subject to change at their discretion, at any time and for any reason. Risks found in the typical office setting... Typically, the employee may sit comfortably... Special physical demands are not required... DHRM rules apply for promotions and transfers. We need to decide sections: maybe "About the role" (location, background check, drug test, schedule code). "Responsibilities" (key responsibilities + day-to-day). Could combine into one responsibilities section. "Qualifications" (minimum and preferred). "Benefits" (full benefits package + why you should join team benefits). "Pay" (salary range). "Schedule" (Hybrid remote/in-office). Also maybe "Additional Information" (relocation, etc.) but we should avoid thin sections. Could incorporate relocation note into About the role or supplemental info as a paragraph. We must not create sections with filler. Ensure we have real content. We need to output only HTML fragment, no /, no markdown fences. Let's structure:

    About the role

Location: 195 North 1950 West Salt Lake City, Utah, 84116, United States. Background check required – you must successfully pass a criminal history check. Drug test required – no. Schedule code: B – Competitive Career Service. Effective July 1, 2021, State of Utah employees must either reside in Utah or be in the process of relocating to within 30 days of their start date.

    Responsibilities

    • Assist in preparing quarterly Medicaid financial reports for submission to the federal government.
    • Conduct recurring financial reconciliations for Medicaid and ensure accuracy across federal funding draws and transactions.
    • Review, submit and approve financial transactions while ensuring compliance with agency coding policies and supporting internal controls.
    • Support year-end financial processes and maintain accurate financial coding across teams.
    • Oversee routine operational needs such as report and query management, transaction tracking, and backup approval duties.
    • Provide ad hoc financial analysis and reporting.
    • Perform other related financial or administrative duties assigned to support agency needs.
But we also have "Key Responsibilities" list earlier: federal funds tracking and reconciliation; coordination with department offices and Divisions of Finance & Administration submission and monitoring; interpret reports and fiscal information; participate in developing, modifying, or enhancing federal reporting processes, fiscal procedures and practices; develop and interpret financial reports; research financial problem areas; and exercise decision making in recording and analyzing financial data. Those are also responsibilities. Should we include them? Yes, preserve all substantive info. So combine both lists. Thus responsibilities list includes both sets. Let's combine: - Federal funds tracking and reconciliation - Coordination with department offices and Divisions of Finance & Administration submission and monitoring - Interpret reports and fiscal information - Participate in developing, modifying, or enhancing federal reporting processes, fiscal procedures and practices - Develop and interpret financial reports - Research financial problem areas - Exercise decision making in recording and analyzing financial data - Assist in preparing quarterly Medicaid financial reports for submission to the federal government. - Conduct recurring financial reconciliations for Medicaid and ensure accuracy across federal funding draws and transactions. - Review, submit and approve financial transactions while ensuring compliance with agency coding policies and supporting internal controls. - Support year-end financial processes and maintain accurate financial coding across teams. - Oversee routine operational needs such as report and query management, transaction tracking, and backup approval duties. - Provide ad hoc financial analysis and reporting - Perform other related financial or administrative duties assigned to support agency needs. Now Qualifications: Minimum or "day-one" qualifications list: - Exceptional problem-solving skills, including the ability to identify issues proactively and develop effective solutions. - Expertise in financial systems and spreadsheet applications, particularly Excel and Google Sheets, to manage and analyze data efficiently. - Strong analytical capabilities combined with exceptional organizational skills to handle complex workflows and maintain accurate records. - Has the ability to communicate professionally in both written and verbal forms. Preferred Or Trainable/on-the-job Qualifications: - Two or more years of professional financial analysis experience. - Demonstrated experience in state or local government financial management, including familiarity with public-sector processes and regulations. - Solid understanding of governmental budget standards and practices. - Preference may be given to those with a bachelor's degree or higher in a business or financial related field, years of relevant work and senior management experience, or for a current CPA license. We could combine into Qualifications section with two sub-lists? But we must use
    • for any list. Could have one list for minimum qualifications and another for preferred. Could separate with headings? But we shouldn't create extra headings unless needed. Could just have one list combining both? Might lose distinction but still preserve info. The instruction: "Use
      • for any list of duties/requirements/benefits". It doesn't forbid multiple lists. Could have two
          under same heading with preceding

indicating Minimum qualifications and Preferred qualifications. That's okay. Benefits: The posting says "Benefits Eligibility – This position is eligible for a full benefits package." Then later "Why You Should Join Our Team Benefits In Utah, we believe hard work is important, but balance is essential. Finding work/life balance is a vital element to our culture. To find out more about WHY Utah , click here . Other benefits may include: Job Stability: Enjoy the security and reliability of employment within a well-established organization. Career Growth: Develop valuable skills and gain opportunities for leadership within a large organization. Meaningful Work: Contribute to an important service that benefits the community and supports organizational goals. Supportive Work Environment: Be part of a team that values cooperation, strong work ethics, and mutual support." Thus we have benefits: full benefits package, plus those specific benefits. We'll create Benefits section with list. Pay: Salary – $25.65 - $30.75 Hourly Wage. So Pay section with that info. Schedule: Remote Work / In-Office – Hybrid. Also maybe schedule code B? But schedule code is more about competitive career service. We'll put Hybrid under Schedule. We also have recruiter contact info; that's minor metadata, could be folded into a short

maybe under About the role or separate? The instruction: do NOT put Job ID/requisition numbers as headings — fold minor metadata into a short

or drop it. Recruiter info is minor metadata; we could include a short paragraph under About the role or separate small paragraph. But we should not create a heading for it. Could add a

after About the role: "Recruiter: Niccole Johnson (niccolejohnson@utah.gov, 801-538-3956)". That's okay. Also we have Supplemental Information about risks, physical demands, DHRM rules. That's substantive; we could incorporate into About the role or a separate section like "Working Conditions". But we should avoid thin sections. Could add a paragraph under About the role after location etc. Let's craft:

          About the role

Location: 195 North 1950 West Salt Lake City, Utah, 84116, United States. Background check required – you must successfully pass a criminal history check. Drug test required – no. Schedule code: B – Competitive Career Service. Effective July 1, 2021, State of Utah employees must either reside in Utah or be in the process of relocating to within 30 days of their start date. The position is eligible for hybrid work (remote/in‑office) as determined by agency management. Typical office environment risks (e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations) apply; special physical demands are not required. DHRM rules govern promotions and transfers.

          Recruiter: Niccole Johnson (niccolejohnson@utah.gov, 801-538-3956)

Then Responsibilities, Qualifications, Benefits, Pay, Schedule. Check for any duplicated lines: we have not included EEO, application instructions, etc. Now ensure we don't create sections with filler. All sections have real content. Now produce HTML fragment. Let's write:

          About the role
