Brief Job Description
Under the general supervision of the Maternal and Child Health (MCH) Director of Operations in the Maternal and Child Health Section, this position leads section‑wide invoice processing and performs advanced budgetary analysis, technical and program‑related projects, and procurements monitoring. The role supports contract and grant expenditure invoice processing, forecasts, assesses financial and operational impact, and ensures alignment with MCH budgetary goals and operational objectives. It tracks and coordinates MCH invoice processing and administers financial processes and systems emphasizing budget data development and evaluation. The position may complete complex invoice payment analysis, including outstanding expenditures, budgetary projections, and other financial data analysis to confirm compliance with federal and state laws, DSHS invoice policies, and budget and procurement regulations. It operates with minimal supervision, using considerable initiative and independent judgment.
Essential Job Functions
- Financial Analysis and Reporting (40%): Administer financial aspects of MCH programs, plan and review project and procurement financial analysis, prepare and approve invoices, reports, budgets, and expenditures, verify source documents, make recommendations on resource allocation, coordinate invoice and reporting processes, review projects for financial completeness and compliance, and research financial information for reports and presentations.
- Compliance (35%): Perform advanced invoice tracking, financial analysis, monitoring, reporting, and regulatory work related to federal Title V block grant management; forecast expenditures; assess financial, budget, and operational impacts; support yearly Title V grant applications and financial reporting; examine invoice and accounting records to confirm compliance with federal and state laws, regulations, and DSHS policies.
- Strategy and Appropriation Financial Analysis (10%): Monitor and analyze expenditure patterns to identify reallocation opportunities, assist with legislative appropriation requests, prepare cost estimates and fiscal notes for proposed legislation, review fiscal impacts of agency rules, and respond to budget inquiries from legislative and executive agencies.
- Financial Point of Contact (10%): Serve as the primary financial resource for MCH staff, provide guidance and technical assistance on financial and budgetary matters, meet regularly with management and program staff, and train staff on financial policies and procedures as needed.
- Other Duties (5%): Participate in disaster response/recovery, Continuity of Operations (COOP) activation, and serve on the State Medical Operations Center (SMOC) team, which may require alternate shift patterns or locations.
Knowledge, Skills, and Abilities
- Knowledge of local, state, and federal laws and regulations relevant to DSHS, public administration principles, budget management, accounting policies, agency structure, and programs.
- Skill in analyzing financial data, written and oral communication, and proficient use of networked computers and software.
- Ability to manage program activities, set goals, identify problems, evaluate alternatives, implement solutions, develop and evaluate policies and procedures, explain them to others, prepare concise reports, train personnel, and plan, assign, or supervise work.
