Financial Analyst, FMS Sr

About the Role

StraCon Services Group, LLC is seeking a Full Time Senior Foreign Military Sales (FMS) Financial Analyst in Patuxent River MD to support a rotary wing Program Office (PMA). The role supports program and project personnel throughout the FMS case lifecycle, including pre-case planning, case execution, financial reconciliation, and case closure.

Essential Job Duties

• Provide financial management support for Foreign Military Sales (FMS) programs by performing complex financial analysis, budget formulation and execution, financial tracking, and program oversight.
• Support management activities, corporate initiatives, special projects, and data calls, providing financial analysis and recommendations that support organizational objectives and ensure compliance with applicable financial management policies and procedures.
• Analyze total program financial requirements for development of PandA, LOA, amendments, modifications, revisions and other pricing elements.
• Apply knowledge of financial management functions, processes, and analytical methods to evaluate program information required for the BFM and Program/Case Manager.

Experience Requirements

• Minimum of eight (8) years DoD financial management experience.
• Financial management experience should include financial analysis of business programs, development of cost estimates, program status reports, and knowledge of DoD Federal Management Regulations (FMR).
• Demonstrates knowledge of DoD FMR, FAR, PPBE, and DoN procurement policies and procedures.
• Experience in the preparation of PandAs, LOAs, amendments, modifications, and revisions within DSAMS is required.
• Experience in case reconciliation, case management, and case closure is required.
• Experience in maintaining CEPT and participation in Financial Management Reviews (FMR) is required.
• Demonstrated knowledge of FMS financial policies and procedures is required.
• A working knowledge of DOD SAP policies and procedures relating to FMS is required.
• Experience in NERP, DSAMS, and MISIL, SCIP and DIFS and other DoD financial automated accounting and budgeting systems is required.
• AMS experience highly desired.
• Proficiency with MS Office.
• Strong analytical, organizational, and problem-solving skills.
• Solid written and verbal communication skills.

Educational Requirements

MA/MS Degree in business, management or relative technical discipline.

Allowable Substitutions for Education:

• Bachelors Degree plus two (2) years additional work experience, beyond the required experience outlined for the particular labor category, performing duties described in the functional description of the labor category may be substituted for a Masters Degree.
• Associate Degree plus four (4) years additional work experience, beyond the required experience outlined for the particular labor category, performing duties described in the functional description of the labor category may be substituted for a Masters Degree.
• Six (6) years additional work experience, beyond the required experience outlined for the particular labor category, performing duties described in the functional description of the labor category may be substituted for a Masters Degree.

Security Requirements

• U.S. Citizenship required.
• Must be able to obtain and maintain a Secret security clearance.
• Must be able to obtain a valid passport within 90 days of hire.

Pay & Benefits

The estimated base salary range for this position is $109,000.00 - $132,000.00. The offered rate will be based on the selected candidate's level of knowledge, education, experience and skill sets.
