Finance Director
About the role
The Finance Director will lead a busy and dynamic Department that implements local government financial best practices and methods while actively monitoring opportunities for improvement.
Responsibilities
- Lead the Department of Finance, which includes accounting and financial reporting, budgeting and long-term financial planning, capital financing, cash management and investment of City funds, payment of bills, payroll, billing, and collection of revenue.
- Assist residents with payments for City services and programs, including water, sewer and garbage, parking permits, and deed certificates.
- Serve as a key partner to the City Administrator and other management team members, supporting long-term capital improvement efforts, enterprise fund management, and special fund management.
- Serve as the liaison to the Finance Committee, discussing and developing financial policy recommendations for the City Council on topics like pension policy and debt and investment policy.
- Serve as the Treasurer to the Police Pension Fund Board and assist with the oversight of its activities.
- Interact and share financial knowledge and counsel with the City Administrator, Mayor, and City Council, offering timely information and insights to promote thoughtful discussions and feedback.
Requirements
The ideal candidate will have a Bachelor's degree in Finance, Accounting, Business Administration, or a related field, and at least 10 years of progressive experience in municipal finance, preferably in a leadership role.
Experience with financial modeling, budgeting, and financial analysis is required. Strong communication and interpersonal skills are essential, along with the ability to work effectively with diverse stakeholders.
Knowledge of state and federal laws governing local government finances, including pension and debt policies, is preferred.
Qualifications
Strong analytical and problem-solving skills are necessary, as is the ability to manage multiple projects simultaneously and meet deadlines.
Excellent organizational and time-management skills are crucial, along with the ability to maintain confidentiality and handle sensitive information.
Skills
Proficiency in Microsoft Office Suite, particularly Excel, is required.
Experience with financial software and systems, such as SAP or Oracle, is preferred.

Pay
The hiring range for this position is $143,422 to $170,000 (DOQ), consistent with City policy and compensation plan.
Schedule
The Finance Director will work standard business hours, typically Monday through Friday, with occasional evening and weekend work as needed.
