Position Summary
The Finance Assistant provides administrative and clerical support to the finance department for the funded projects in Gaza under the supervision of the Finance Officer. The position supports daily financial operations through accurate documentation, filing, and basic transaction processing while ensuring compliance with Project HOPE procedures and donor requirements in a challenging humanitarian environment.
Principal Responsibilities
- Provide day-to-day accounting and financial support to program, grants, and contract teams in line with Project HOPE and donor regulations.
- Verify that all purchases are properly authorized and signed by the appropriate team member.
- Avoid duplicate entries and ensure all transactions are accurately recorded and entered into the accounting system.
- Aid in the implementation of financial policies, procedures, and internal controls.
- Support the Admin and Finance Officer in month-end account closures and reconciliations.
- Maintain accurate financial, program, grant, and contract records.
- Ensure timely scanning, filing, and archiving of all financial documents and supporting documentation.
- Review payment vouchers, receipt vouchers, and journal vouchers before and after processing payments.
- Absorb and process payroll payments in accordance with Project HOPE policy and Gaza statutory requirements.
- Maintain a payment and contract tracking sheet to ensure vendor payments and contract obligations are processed on time.
- Prepare payment requests and support documentation for approval.
- Ensure vendor invoices are properly verified before processing.
- Act as cashier for all approved payments and disbursements to vendors and beneficiaries.
- Handle and manage the petty cash fund, ensuring all transactions are documented, approved, and reconciled regularly.
- Maintain the cashbook and petty cash records and submit them to the Finance Officer for periodic reconciliation and review.
- Monitor cash transfers and payments, ensuring accuracy and compliance.
- Prepare weekly cash reports and monthly cash requests in coordination with field teams.
- Assist in preparing timely and accurate financial reports for internal use and donor submission.
- Aid in the preparation of monthly pipelines and forecasts to ensure effective budget tracking.
- Absorb and support the preparation of procurement and expense transactions with required approvals and fully supporting documentation.
- Communicate effectively with HQ, Regional Office, field offices, and program staff to ensure alignment on financial activities.
- Use financial systems accurately for recording and monitoring financial data.
Minimum Qualifications
- Diploma or Bachelor’s degree in Accounting, Finance, Business Administration, or related field.
- Minimum 1–3 years of experience in finance or administrative support, preferably in NGO or humanitarian settings.
- Basic understanding of accounting and financial documentation.
- Strong attention to detail and filing skills.
- Ability to work under pressure and meet deadlines.
- Good communication and coordination skills.
- Basic computer skills (MS Excel, Word).
- Fluency in English and Arabic is required.
Physical Demands And Work Environment
- While performing the duties of this job, the employee must be mobile in an office environment and able to use standard office equipment.
- Must be able to communicate in verbal and written form and occasional local travel between field offices may be required.
