About the role

D.R. Horton, Inc., the largest homebuilder in the U.S., is seeking a Field Stormwater Compliance Representative to provide field oversight for an assigned area consisting of 10–25 developments. This position ensures the administration of the DHI Stormwater Program and Division job site compliance with Clean Water Act Sections 301, 402, and 404, specifically the National Pollutant Discharge Elimination System (NPDES).

Responsibilities

• Work under the direction of the Division Stormwater Compliance Representative to maintain an effective, ongoing division NPDES management program in compliance with D.R. Horton operational standards and applicable federal, state, and local regulations, in coordination with the Corporate Environmental Team, Division President, and relevant personnel.
• Administer revisions to the Division NPDES Program as regulatory, operational, or industry requirements dictate.
• Coordinate with third-party environmental contractors and consultants (e.g., erosion and sediment control design professionals, stormwater pollution prevention design, inspection, and corrective action consultants, best management practices contractors, and wetland consultants) to ensure timely compliance with the Division NPDES Program.
• Communicate regulatory agency concerns to appropriate management officials.
• Conduct routine quality assurance audits of design, administrative, and in-field practices; provide corrective action directives to consultants and vendors to meet Division NPDES Program requirements.
• Maintain working knowledge and proficiency of federal and/or state OSHA regulations and compliance requirements.
• Prepare or review SWPPPs (Stormwater Pollution Prevention Plans) as necessary to ensure compliance with the Division NPDES Program.
• Assist in periodic NPDES and related compliance familiarization and training for division personnel.
• Conduct all business in a professional and ethical manner to serve customers and increase company goodwill and profit.
• Ability to work overtime and travel overnight as required.

Requirements

• High school diploma or general education degree (GED).
• Ability to obtain and maintain certification under the DHI Advanced Stormwater Training Program within six months of employment.
• Possess or obtain within one year of employment two of the following: Qualified Stormwater Manager (QSM), USEPA Stormwater Training Certification, or state-specific stormwater training/certification.
• Must have a vehicle and a valid driver’s license.
• Strong verbal and written communication skills.
• Proficiency with MS Office and email.
• Ability to lift and/or move up to 50 pounds.
