Field Environmental Coordinator

About the Role

The Field Environmental Coordinator will lead by example and give full support to the health, safety, and environmental (HSE) policies, goals, efforts, and programs of the CPAI (ConocoPhillips Alaska) HSE Management System. This role provides environmental support to Western North Slope (WNS) Operations, Capital Projects, Drilling & Wells, and Exploration to maintain excellent environmental stewardship across the North Slope.

The position develops environmental programs in accordance with corporate, CPAI, and statutory requirements, communicates environmental policies and standards, implements initiatives to improve environmental practice and awareness, and recommends effective environmental management programs. This is a safety-sensitive position working a rotating 2-week on/2-week off schedule on the North Slope.

Responsibilities

• Demonstrate strong safety leadership and commitment to developing an incident-free culture with North Slope Operations.
• Serve as a technical resource by providing guidance and coordinating programs to validate compliance with environmental regulations, including:
  • Air operating permits and federal New Source Performance Standards
  • Spill Prevention Control and Countermeasures (SPCC) plans
  • Alaska Oil Discharge Prevention Contingency Plans
  • National Pollutant Discharge Elimination System (APDES) permits
  • Spill reporting and prevention
  • Waste disposal, material reuse, and waste minimization
  • Wildlife, land, water quality, and water use regulations
• Identify environmental risks, issues, and mitigation strategies, and communicate with HSE staff and internal business partners.
• Conduct onsite audits and site visits (minimum 10% of time) to validate environmental compliance.
• Provide written compliance reports to agencies and represent ConocoPhillips during agency inspections.
• Maintain contacts and working relationships with local, state, and federal agency personnel.
• Design and conduct environmental training programs.
• Maintain environmental manuals and key databases.
• Provide environmental support during incident response efforts under the CPAI Incident Management Team.
• Coordinate facility tours and/or classes for external agency stakeholders.
• Assist with regulatory advocacy efforts focused on permitting-related local, state, or federal regulatory initiatives.
• Perform other work-related duties as assigned.

Requirements

• Legally authorized to work in the United States.
• Current/valid driver’s license.
• Bachelor’s Degree or higher in engineering, safety, industrial hygiene, environmental science, or a related field (or foreign equivalent).
• 5 or more years of environmental permitting and compliance experience with emphasis on upstream exploration, production, industrial, or abandonment operations.
• Willing and able (with or without reasonable accommodation) to work a 2-week on, 2-week off schedule in a remote location.
• Willing and able (with or without reasonable accommodation) to travel up to 10% of the time.

Preferred Qualifications

• Master’s Degree or higher in environmental engineering or science, biology, geology, or related sciences (or foreign equivalent).
• 3 or more years of experience in Alaska environmental compliance (air, water, spill prevention and response, including SPCC).
• 1 or more years of experience working with external communities and stakeholders.
• 1 or more years of experience working with third-party contractors to cost-effectively achieve business goals.
• 1 or more years of Alaska North Slope experience.
• 1 or more years of experience in and understanding of multimedia environmental regulations and their applicability to upstream oil and gas operations.
• Advanced interpersonal skills; ability to maintain positive relations with HSE and External Affairs team members, external stakeholders, internal business partners, and regulatory agencies.
• Advanced communication (written, oral, and formal presentation/PowerPoint) skills.
• Intermediate knowledge of Alaska local, state, and federal environmental and land use regulations (North Slope Borough, AK Dept. of Environmental Conservation, AK Dept. of Natural Resources, Environmental Protection Agency, and Bureau of Ocean Energy Management), including the National Environmental Policy Act and its application to oil and gas projects.
• Beginner knowledge of project management processes and tools (e.g., project planning, budgeting, prioritization, scheduling, critical path analysis, cost tracking) and Decision and Risk Analysis.

Physical Demands & Work Environment

• Work in temperature extremes and adverse weather conditions.
• Work both in and out of a company-provided vehicle.
• Wear appropriate personal protective equipment (PPE).
