About the role
The Field & Apprenticeship Administration Manager is a key operational leader responsible for managing apprenticeship program administration, DOL, safety & technical training compliance, QEW documentation and vendor & PO management within the Operational Workforce Management department.
Responsibilities
- Serves as the primary point of contact with the Department of Labor (DOL) representative for auditing activities and correspondence.
- Manages apprentice enrollment, termination, and apprentice number entry into RES systems via DOL/RAPIDS.
- Oversees the full apprenticeship application process including Paylocity, DocuSign, approval workflows, and outreach scheduling.
- Manages on-the-job training hours aligned with prevailing wage compliance and monthly DOL reporting; supports audits and maintains the Davis-Bacon Certificates folder.
- PARTNERS WITH THE COMPLIANCE TEAM TO COMMUNICATE EMPLOYEE APPRENTICE LEVEL CHANGES AND ASSOCIATED MERIT INCREASES.
- CORPORATES JOURNEYMAN DINNER EVENTS INCLUDING VENUE BOOKING, CERTIFICATE PREPARATION, ORDERING, AND PO SETUP.
- MANAGES APPRENTICESHIP BOOK INVENTORY, ORDERING, AND EMPLOYEE SHIPPING LOGISTICS.
- CORPORATES ANNUAL APPRENTICESHIP SCHEDULING PROCESS IN PARTNERSHIP WITH THE TRAINING MANAGER.
- SERVES AS POINT OF CONTACT FOR APPRENTICES REGARDING TRAVEL COORDINATION, STUDY GUIDE MATERIALS, SCHEDULING, AND NOTIFICATIONS TO SUPPORT RELATIONSHIP BUILDING.
- MANAGES INTERNAL RES UPDATES RELATED TO APPRENTICE ACTIVATION, TERMINATION, AND STATUS CHANGES.
- SERVES AS PRIMARY CONTACT AND MANAGES THE PROCESS FOR ADDING OUTSIDE VENDORS TO PURCHASE ORDERS (POs) AS NEEDED FOR EXTERNAL TRAINING.
- MANAGES POs FOR NCCER, UTA, LIFT DIRECTOR, AND OTHER TRAINING VENDORS.
- SERVES AS POINT OF CONTACT FOR NFPA 70E VENDOR COORDINATION.
- SERVES AS POINT OF CONTACT AND PROVIDES GUIDANCE FOR THE QEW EVALUATION FORM SUBMISSION PROCESS.
- PERFORMS AUDITING AND DATA ENTRY OF QEW EVALUATION FORMS.
- GATHERS DATA AND PULLS REPORTS RELATED TO QEW DOCUMENTATION AND COMPLIANCE.
- OVERSEES TRAINING ENTRY PROCESSES ACROSS LMS/HUB, PROCORE, AND PASSPORT CARD SYSTEMS, WITH EXECUTION SUPPORTED BY THE FIELD TRAINING ADMINISTRATOR.
- MANAGES PASSPORT CARD REQUESTS, PRINTING, AND MAILING.
- OVERSEES THE CORNERSTONE CERTIFICATION PROCESS AND SUPPORTS THE BUILDING OF CERTIFICATIONS.
- COORDINATES TRAINING AUDIT RECORD PULLING FOR HSQE REVIEW.
- MANAGES LIFT DIRECTOR ENROLLMENT PROCESSES.
- SERVES AS INITIAL POINT OF CONTACT FOR TRAINING INQUIRIES.
- Educates internal teams on apprenticeship and training program services and resources.
- BUILD EFFECTIVE WORKING RELATIONSHIPS WITH FIELD LEADERSHIP, COMPLIANCE TEAM, AND HR PARTNERS.
- SUPPORTS CONTINUOUS IMPROVEMENT OF APPRENTICESHIP AND TRAINING ADMINISTRATION PROCESSES.
- MANAGES THE APPRENTICESHIP INBOX AND CREATION OF COMMUNICATION TEMPLATES AND EMAIL TEMPLATES.
- ATTENDS WORK REGULARLY AND PUNCTUALLY, AS SCHEDULED OR EXPECTED.
- FOLLOW SAFETY AND SECURITY PROCEDURES AND DETERMINES APPROPRIATE ACTION. REPORTS POTENTIALLY UNSAFE CONDITIONS AND USES MATERIALS AND EQUIPMENT PROPERLY.
Qualifications
- Highschool/GED General Education is required.
- Bachelor's Degree in Business Administration, Human Resources, Workforce Development, or a related field; or equivalent experience is preferred.
- NCCER Certified Administrator or equivalent certification is preferred.
- 3+ years of experience in apprenticeship administration, compliance, workforce program coordination, or HR/compliance operations, preferably in a construction or field services environment, is required.
- 5+ years of administrative, program management, or operations coordination experience is required.
- 5+ years of experience in construction, renewable energy, or a related industry is required.
- Advanced knowledge in:
- DOL apprenticeship program regulations, RAPIDS system, and prevailing wage requirements
- Apprenticeship application and lifecycle management processes (Paylocity, DocuSign, RAPIDS)
- Vendor and purchase order (PO) management processes
- QEW documentation standards and compliance processes
- Intermediate knowledge in:
- Strong organizational and project management skills; ability to manage multiple concurrent workflow
- Ability to collaborate effectively across all organizational levels, including field, compliance, and HR teams
- Relationship-building, customer service orientation, and accuracy in work execution
- Proficiency in learning and using workforce management systems (LMS, Procore, Cornerstone, Passport Card system)
- Proficiency in MS Office (Excel, PowerPoint, Word, Outlook, Teams) and DocuSign
- Detail-oriented with strong written communication skills for documentation and email template creation.
