FFSP Clinical Counselor/FAP Case Manager

About the Role

This position is for a fully licensed and credentialed clinical counselor within the Counseling and Advocacy Program (CAP) at the Fleet and Family Support Center (FFSC). FFSC provides quality-of-life programs to active duty, reservists, retirees, and their families to enhance personal and family resiliency.

The role involves direct service in counseling individuals, couples, families, and groups on matters such as family dynamics, parent-child interaction, couples communication, stress reduction, and adjustment to military lifestyles. The position includes Family Advocacy Program (FAP) case management, treatment services, and psycho-educational training programs.

Responsibilities

• Provide FAP case management, including identification, reporting, safety planning, psychosocial and risk assessments, treatment planning, treatment, referral, and follow-up of intimate partner violence and child abuse allegations for active-duty military members and their families.
• Handle cases involving complex family problems, such as dual diagnoses, violence, impulsivity, suicidal and homicidal ideations, and other mental health issues.
• Assess, safety plan, case manage, treat, and refer cases involving Problematic Sexual Behavior in Children and Youth (PSB-CY).
• Facilitate support groups, offender treatment, and seminars/training focused on prevention and intervention.
• Provide individual, couples, family, and group counseling addressing life stressors, family dynamics, and adjustment to military life.
• Conduct psychosocial assessments, develop treatment plans, deliver treatment, and make appropriate referrals.
• Provide Sailor Assistance and Intercept for Life (SAIL) case management, including assessment, safety planning, and care coordination for active-duty personnel with suicide-related behavior.
• Plan, develop, and implement programs to foster positive, healthy relationships within the family structure.
• Develop and maintain professional standards of service, community referral resources, and a close network with other service providers.
• Perform other duties as assigned.

Requirements

• Must provide proof of U.S. Citizenship or U.S. National.
• A valid State driver's license is required to operate motor vehicles.
• Must successfully pass the E-Verify employment verification check; any discrepancies must be resolved as a condition of employment.
• Must meet federal suitability requirements, including successful completion of a background investigation and obtain/maintain a Secret Security Clearance (T3).
• Must be current in continuing education credits/units.
• May be required to serve in an “on-call” duty status outside of normal work hours.
• Must be state licensed as an independent health practitioner and fully meet/maintain Tier II or Tier III SECNAVINST 1754.8 requirements.

Qualifications

• Knowledge of the specific demands of the military lifestyle, such as frequent separations and high-stress working environments, is preferred.
• Ability to present sensitive, and at times controversial, information to groups clearly and concisely.
• Knowledge of dynamics and diagnostic skills necessary for family violence identification, risk assessment, and safety planning.
• Ability to effectively interview and clinically respond to client needs, including assessing suicide, homicide, and substance abuse.
• Ability to communicate in writing to develop case management documentation, safety plans, psychosocial assessments, treatment plans, correspondence, and reports.
• Knowledge and ability to use personal computers and software programs to develop multimedia presentations and facilitate work assignments.
• Must be able to communicate clearly and effectively both verbally and in writing in English with all levels of management, staff, community agencies, military personnel, and their families.

Education

A master's degree or doctorate in Social Work, Marriage and Family Therapy, Counseling, Clinical Psychology, or a related field from an accredited institution in any U.S. state is required. The applicant must have and maintain a current and valid state clinical license.
