About the role

This position serves as a Family Advocacy Program (FAP) Clinical Counselor within Commander, Navy Installations Command (CNIC), Fleet and Family Readiness Department (N9), Family Readiness Division (N91), FAP (N914). The primary purpose is to provide direct services for FAP, including conducting clinical case assessments; executing risk-based safety planning; monitoring client and family functioning/stability; and planning and implementing evidence-based intervention and treatment.

Responsibilities

  • FAP Clinical Case Management (70%)
    • Serves as the installation FAP clinical subject matter expert and authoritative expert on domestic abuse and child abuse/neglect.
    • Consults with installation leadership, medical professionals, and FAP-involved service/family members regarding clinical needs assessments, determining clinical intervention, and utilizing evidence-based treatment strategies.
    • Executes professional authority on family maltreatment and military community response to victims and abusers per Regional and local SOPs, Counseling Desk Guidance, and FFSP Certification Standards.
    • Conducts initial and on-going FAP clinical assessments; triages, coordinates safety and treatment planning; and establishes individualized treatment goals tailored to active duty/family members.
    • Conducts clinical interviews to assess individuals and identify behavior patterns, mechanisms, and symptoms.
    • Provides clinical treatment/intervention for individuals, couples, children, families, and groups on family maltreatment.
    • Initiates, develops, and facilitates evidence-based group treatment programs (e.g., domestic abuse offender’s group, parenting group, victim support group).
    • Coordinates with the assigned FAP Victim Advocate to ensure victims’ needs and concerns are addressed.
    • Provides treatment to identified abusers while remaining cognizant of increased risk or incidents of further abuse.
    • Provides referrals and coordinates with other FFSP services and military/civilian providers as recommended by the CCSM.
    • Maintains FAP clinical case records, treatment plans, and required statistical data.
    • Coordinates and/or provides FAP-related in-service training to other FFSP staff as directed.
  • Community Liaison (20%)
    • Liaises with cities, counties, states, federal and non-government agencies, and military agencies/commands to enhance FAP prevention and response affecting the military community.
    • Educates and provides consultation to military and civilian agencies about Navy FAP, risk assessment, FAP treatment, IDC/CCSM processes, and the High Risk for Violence Coordinated Community Response Team.
    • Uses forms and automated systems to maintain complete and timely records and workload statistics per guidelines.
    • Collaborates with the FAP Supervisor on developing case management protocols, program delivery criteria, and identifying gaps in existing services.
  • Problematic Sexual Behavior in Children and Youth (10%)
    • Receives reports of problematic sexual behaviors in children and youth (PSB-CY) from military and civilian representatives and takes appropriate action per FAP PSB-CY requirements.
    • Provides or coordinates clinical services access for exhibiting children, youth, and their families, including psychoeducational support, assessment, and clinical intervention.
    • Coordinates with healthcare providers on safety and supervision planning for children and families affected by PSB-CY.
    • Serves as the designated case manager and primary FAP point of contact for PSB-CY cases, ensuring compliance with DoD and Navy instructions and civilian reporting requirements.
    • Presents initial and follow-up case reviews at the PSB-CY MDT and Clinical Case Staff Meeting.
    • Promotes public awareness, prevention, early identification, and appropriate resources for PSB-CY.
    • Coordinates with military offices (BUMED, chaplains, CYP, DoDEA), community services, and specialized providers to meet unique needs.

Requirements

  • Conditions of employment
    • Must meet Federal Employment suitability requirements and successfully complete a background investigation (fingerprint identification and background inquiry forms).
    • Must successfully pass the E-verify employment verification check; any discrepancies must be resolved as a condition of employment.
    • Must go through a Personal Identity Verification (PIV) process requiring two forms of identification from Form I-9.
    • May be required to pass pre-employment examinations.
    • A valid State driver’s license is required to operate motor vehicles.
    • Salary must be sent to a financial institution by Direct Deposit/Electronic Funds Transfer.
    • Selective Service Registration is required for males born after 12/31/1959.
    • Position requires a Secret security clearance; an Access National Agency Check Investigation (ANACI) is required via SF86.
    • Must successfully complete a criminal history background check with no adverse information.
    • Child Care National Agency Check and Inquiry (CNACI) background check is required.
    • Must be a U.S. Citizen.
  • Qualifications
    • Professional knowledge of counseling approaches and group dynamics to work difficult cases involving at-risk individuals and families.
    • Professional knowledge of family violence dynamics and skill in applying the DSM to identify family violence, conduct risk assessments, and coordinate safety planning.
    • Knowledge of military lifestyle demands and stressors to support families with Navy obligations and challenges.
    • Broad knowledge of treatment methods for abusers to assess abusive behavior and develop appropriate treatment.
    • Broad knowledge of clinical and non-clinical support services for victims to provide support or referrals for recovery and safety.
    • Professional knowledge of patterns of abusive behavior, abuse response, substance abuse, human behavior, human sexuality, ADD, and juvenile delinquency within families.
    • Professional knowledge of principles and practices of human behavior, research methods, group dynamics, motivational psychology, developmental psychology, and family systems therapy to collaborate on evidence-based group treatment curricula.
    • Expert knowledge of professional verbal communication methods to present sensitive information, interview alleged offenders and victims, collaborate with agencies, present training, and communicate across echelons.
    • Professional skill in managing and supporting multiple clients, including documentation, reporting, and collaboration.
    • Expert knowledge of professional written communication and skill in using web-based applications and software for case documentation, correspondence, reports, training plans, and multimedia presentations.

Education

To meet Tier II clinical provider qualifications per SECNAVINST 1754.8, the candidate must possess the required education and experience.
