Position Summary

Manage and supervise operations and maintenance for Plant Operations and Facilities at UNM Hospitals Main and BBRP facilities. Represent Hospitals interests with contractors during construction and renovation cycles. Develop long range plant and facility equipment plans for maintenance, upgrade and replacement. Ensure TJC / CMS / DOH compliance and conditions of participation are met. Plan for improvements to facilities creating pleasant and comfortable surroundings for patients, visitors and employees. Foster a supportive environment promoting employee participation, cooperation and professional growth. Ensure adherence to Hospitals and departmental policies and procedures. No patient care assignment.

Responsibilities

  • OPERATION - Ensure the smooth and efficient daily operation of the department
  • MATERIALS - Estimate and order materials for department operations
  • POLICIES - Establish and enforce departmental policies
  • QUALITY - Maintain an ongoing quality improvement process and training program within the department
  • RECORDS - Maintain records for preventive maintenance, personnel and materials management
  • SCHEDULES - Evaluate and prioritize work for proper scheduling; develop staff work schedules
  • CONTRACTORS - Assist in coordinating the work and staff of outside contractors ensuring effective interface with Facilities staff
  • TJC / CMS / DOH - Ensure assigned elements of performance (TJC) and conditions of participation (CMS/DOH) are in compliance
  • INFRASTRUCTURE - Ensure assigned infrastructure systems are functional and properly maintained; plan for timely upgrade and replacement
  • DEVELOPMENT - Enhance professional growth and development through participation in educational programs, reading current literature, attending in-services, meetings and workshops
  • SUPERVISION - Develop efficient organizational structure. Supervise employees and select, terminate, train, educate, correct deficiencies, perform appraisals, issue discipline, counsel, schedule work assignments; encourage staff teamwork and growth initiatives
  • BENCHMARKS - Develop and maintain financial and operational benchmarks for Facility Services procurement, operating expenses, and contract utilization; analyze trends, variances, and risks, and provide actionable recommendations
  • BUDGET - Develop and manage annual departmental budgets; monitor, approve, and control expenditures
  • COMPLIANCE - Ensure compliance with New Mexico State Procurement Code, UNMH purchasing policies, and applicable laws and regulations; conduct audits, address findings, and implement corrective actions
  • FACILITY PROCUREMENT - Coordinate with Purchasing to solicit and evaluate bids, recommend awards, and support negotiations in accordance with procurement code requirements
  • LIAISON - Serve as the primary liaison between Facility Services, UNMH Purchasing, and external agencies on procurement compliance, policies, procedures, and contracts
  • PROGRAM ADMINISTRATION - Oversee routine program administration and coordinate with Facility Services department and Purchasing to develop and maintain procurement vehicles supporting construction, services, and supplies
  • PURCHASE ORDERS - Prepare and approve purchase requisitions and contractor invoices within approved budgets; track and follow up on outstanding purchase orders; place orders per procurement code and maintain vendor agreement records
  • PROJECT MANAGEMENT - Lead assigned procurement, financial, and process-improvement initiatives; establish standard work, timelines, and accountability to ensure successful execution
  • REPORTING - Research, develop, and deliver monthly and quarterly reports on procurement activity, budgets, purchase order balances, spending trends, utilities, contracts, and key performance indicators to support transparency, audit readiness, and executive decision-making

Qualifications

  • Education: Essential - Bachelor's Degree; Nonessential - Bachelor's Degree
  • Education Specialization: Essential - Related Discipline; Nonessential - Mechanical or Electrical Engineering
  • Experience: Essential - 2 years directly related experience; Nonessential - Facilities engineering and maintenance direct hands-on experience
  • Credentials: Nonessential - Journeyman Boiler Operator License in New Mexico, CID Low & High Pressure Boiler License in New Mexico, Portable Water Level II, Journeyman Electrician License in New Mexico, Journeyman Gas Fitter License in New Mexico, Journeyman Plumber License in New Mexico, Journeyman Mechanical License, MM-98 in Mechanical Engineering
