This role functions at the intersection of compliance review, reporting, program analysis, and operational support.
The Extra-Duty/Off-Duty Employment Program Analyst performs compliance reviews, financial reconciliations, data reporting, and develops recommendations for improved monitoring and accountability in coordination with Office policy and vendor contracts.

Responsibilities
- Analyzes vendor and internal program data for accuracy, timeliness, and IRS 1099 compliance.
- Conducts complex professional-level research and creates analytical reports to assist with program planning and development.
- Assesses division needs and identifies and promotes continuous process improvement; recommends and implements approved updates.
- Reconciles vendor collection and remittance of County Vehicle Use Fees to ensure accurate payments for vehicle usage.
- Monitors accurate clocking, shift overlap, and breaks to identify potential patterns and address policy violations and emerging risks (e.g., assignment logs, clock-in/out times, hours, shift overlap, rest rules, or geolocation entries).
- Generates standard and complex reports to provide comprehensive statistical analysis to track and monitor job fill rates, exemption usage, and hourly premium application.
- Assists in preparing response materials for internal audits.
- Cross-checks insurance documentation and licensing renewals submitted by vendors.
- Assesses the effectiveness of Office processes to ensure equitable assignment of off-duty jobs by evaluating policy consistency with Office code of conduct standards relative to conflicts of interest, bias, and favoritism.
- Ensures off-duty awarding procedures are applied consistently with policy and jobs are awarded randomly in accordance with policy.
- Reviews the exemptions list to ensure all approvals serve a legitimate law enforcement need or public interest; documents justifications and revokes exemptions lacking valid rationale.
- Identifies off-duty jobs that should be reassigned as on-duty Office-managed security jobs.
- Monitors and enforces compliance with leave-related limitations to restrict off-duty privileges for employees on leave or modified duty from county work.
- Supports the Program Manager in identifying potential patterns of vendor or employee noncompliance or outlier status; coordinates with division/district commands and facilitates inquiries into employee outlier status.
- Ensures archival of all program-related logs and records in alignment with audit standards.
- Coordinates with IT and vendors to validate data system functionality and report issues.
- Assists lower-level staff with training support, reporting guidance, and process review.
- Develops recommendations for improved monitoring and accountability.
Requirements
- Bachelor’s degree in public administration, business administration, criminal justice, or related field.
- Two (2) years of experience in program analysis, research, compliance monitoring, or related work.
- Other combinations of education or professional-level experience may substitute for the minimum qualifications on a year-for-year basis.
- Must possess a valid Arizona driver’s license or have the ability to obtain by the time of hire.
- Must pass a background review prior to hiring.
Preferred Qualifications
- Experience with scheduling platforms, audit protocols, financial reconciliations, and Arizona public safety employment regulations.
- Experience with law enforcement systems and procurement reconciliation.
- Law enforcement experience in sworn, detention/custody, and/or civilian classifications.
Skills
- Knowledge of methods of research and analysis.

Pay
$65,000 - $84,750 - $104,500 per year
Working Conditions
Work occurs primarily indoors. Tasks require managing time pressures and high work volumes with a high degree of decision-making, concentration, and accuracy. Position requires ethical conduct and a professional demeanor.
